California to unveil ambitious plan to battle global warming

The plan is expected to affect every resident, industry and government agency in the state in the coming decade, the San Francisco Chronicle said.
The far-reaching plan, which comes 18 months after Governor Arnold Schwarzenegger signed landmark legislation to curb greenhouse emissions by one-third by 2020, is likely to encourage consumers to use energy-efficient light bulbs and replace gas-guzzling cars with fuel-sipping hybrids.
The plan could require industry to reduce pollution or pay fees based on the amount of carbon they release, according to the report.
Mary Nichols, chairwoman of the California Air Resources Board, said the draft of the "scoping plan," which the agency's staff will present next Thursday to the 11-member board, will be a work in progress until the final version is adopted by the end of the year.
About 60 percent of the needed reductions can be obtained by implementing existing regulations or new rules that are in the regulatory pipeline, Nichols said.
Those rules include the state's desire to impose the nation's toughest greenhouse gas standards on cars, trucks and sport utility vehicles, which is the subject of a legal battle between California and the Bush administration stemming from the Environmental Protection Agency's refusal to grant California an exemption to impose the regulations.

Hybrids are a great idea, but most people already have a car!
I hope there is a convenient solution to CONVERTING gas-guzzlers into green machines.
I think this should be a priority for car companies.

Also please note-According to The Washington Post June 21st, the White House recently denied access to the documents concerning the EPA officials who favor CA and 17 other states wanting to mandate a reduction of vehicle emissions.

Higher fees seems like a free market approch to me, so why aren't Republicans supporting it?
If you can't afford to pay for the priviledge of pumping out 50 metric tons of CO2 (in addition to the other 99 cancer causing toxins being spewed simulatenously as the CO2) then close down the factory and go do something else. Why do some businesses feel entitled to a free ride?
So long as the fees are set high enough to actually discourage businesses from polluting, I think it will work.

Really? I think it's great ,someone should take charge cause we've been quickly spiraling out of control in the past few decades with global warming; and if people are initially regulated to reduce energy/fuel expenditure it will eventually become as accepted and routine as recycling.

As far as I'm concerned, industry can foot the bill, no problem. They want to do business, do it right. And can anyone give me a good reason why gas-guzzling, emission-spewing vehicles are even allowed to exist? Ban them all, down with Hummers!

If they are going to do something then make those that do well with their emissions gain some sort of gift. They get positive reinforcement for doing what it is that they want or need. Just like in some places people who ride bikes get an incentive.
This taxing idea just = greed.
Government sucks for doing things like that.
If they truly cared then it would be something positive not something negative that lines their pockets with green.

Taxes may go up slightly but California does do incentive based tax breaks for decreased energy use that can offset these increases. For instance I used 20% less natural gas and electric last year and got over $300 off of my energy bill on top of what I saved for using less. There are rebates for people installing solar on their homes and businesses, not to mention that the power company pays you if you put more energy into the grid than you use. California does reward people and corporations for responsibly using less.

Since Pittsburgh and Los Angeles are the two most polluted US Cities, they have an obligation to do something. Although how many times in the past have we heard talking heads discuss plans for something that never came to pass or that stayed in the planning and discussion phase but never amounted to anything? Maybe a better place to start might be population control and immigration?
