With Kennedy's appearance, he and fellow Democrats overcame a Republican procedural hurdle and, on a voice vote, passed the measure earlier approved by the House of Representatives.
The bill would cancel a scheduled 11 percent pay cut to doctors who treat Medicare patients. It is largely funded by cutting about $13 billion in reimbursements to insurers such as UnitedHealth Group Inc and Aetna Inc that contract with the Medicare program.

Unfortunately, that may be the case. It seems like a never-ending vicious circle with these health care and insurance people. At least Kennedy's feeling better and helping some democrats stand up for some stuff... one thing at a time, right?.... It just seems like no matter what the little people are the ones getting pissed on.

I knew I liked Ted Kennedy!
So, to clarify:
The White House wanted to punish doctors who treat patients on Medicare by docking their pay 11%.
Instead the politicians grew some cojones and decided to cut $13 billion from funds destined for medical insurers.
So... isn't the logical conclusion that the insurers will now honor even FEWER claims because they have less cash infusion?
