The Defense Secretary signed Defense Department directive 1404.10 which provides a summation of the duties the workforce will undertake
While the directive suggest that the DoD will seek volunteers at first section 4, subsection {e} paragraph 2 states " Management retains the authority to direct and assign civillians either volutarily, involuntarily, or on an unexpected basis to accomplish the DoD mission
So stand up those of you who voted for Obama and show him your there for him. Dont make him come looking for you.

If you Google search Department of Defense Directive 1404.10 you can pull it up and read it for yourself. As I understand it, all it does is create another agency within the DoD that allows civil service personal to be added to a data base that would basically put them on a call list in the event they are needed. Civil service personell are previous military personell and as such are subject to be recalled to duty at any time. Under Pres. Bush a previous military man who served in Desert Storm and had been out of the military for 6 or 7 years was called back to active duty to go to Iraq. DoD 1404.10 allows for the structure of a group of people pulled from all ready existing civil service areas to serve on a limited basis in the Expeditionary Workforce. The option that allows them to be forced into service is much the same as the option the millitary has to recall soldiers who have been out of the military for years. As I understand it the Expeditionary Workforce would be used in areas where some active military could be replaced to be put in more combat related areas. That is take the place of a military person in one area so that military person could be deployed to another area. There are all ready a number of civil service people under different DoD directives that work in similar capacities.

Like Mark above, I too have served. We were involved in Viet Nam then and the lottery draft was started about the same time I enlisted. Drafted troops are not of the same caliber as those that enlist. They do a poor job and the military doesn't really want them.
So I don't think a draft of any kind is the way to go. However, the idea of service has a lot of merit. The best solution to this I've ever heard of was written by a science fiction writer about 50 years ago. Makes sense to me.
The basic idea is that participation in the running of our govt. wasn't something awarded to you by the accident of your birth, but rather a right to be earned. Those who would help to rule, must first serve. Everybody. A genuine contribution - maybe a year of your life. Doesn't have to be military, it just has to be full time for the benefit our country for the time period. Participation is voluntary. But if you're not willing to give a year to your country one time in your life then you'll not be allowed to participate in the running of it.
And won't THAT turn some heads? Remember what Kennedy said? "Ask not what your country can do for you,....

The same information is here as in the article posted and just to enlighten others here, I do not read the website the original article came from nor do I know of the person who reported it. So calling those who are against conscription of any kind "conspiracy theorists", extremists, parrots, or UnAmerican is jumping to conclusions. Again, I CAN READ, and I do not approve of conscription of any kind (which this "may" turn out to be) which is a general opinion which I think is allowed here.
I am also wondering why this needs to be done now. Weren't we supposed to END the wars? Or are they preparing for social unrest in this country? Amazing how people spend more time trashing the opinions of others here because they think this is about defending Obama, than actually asking why this is being done now and where it could potentially lead. If Bush had done this woulld some still be so cool about it? I wouldn't be. But then, I am wary of government and with good reason. It doesn't however mean I wouldn't serve my country in real need. I don't see the continuation of the PNAC agenda real need. And that is not a conspiracy theory.

Now, then, before the whole economic downturn, I had a relatively beautiful vision of the "expeditionary force" dreamed up, but now I have my reservations.
The way the money is being divided up in relation to asking people to sacrifice is a little, ummm, unreasonable at this point?

This sounds like something I dreamed up...BUT I'm not sure the war department is the face we want to show. I'm just saying. I wanted to give everyone a TV, air conditioner, and food in exchange for modest work and responsible behavior.

There are a lot of responses I wish I could respond to; but there seems to be a whole lack of historic knowledge of our country. When somebody says he loves his country, like me I have lived a long and full life, And I love this country, that does'nt mean I love this government. Yet for two hundred years the American people have let Congress sit on their fat butts and run off at the mouth, argueing and passing stupid laws that have made virtual slaves of each and every man woman and child, yet you feel safe just because you set at home and tend to your own business, for if you made a move you will be breaking one of the laws that were enacted during this two hundred years. And it has come to the point where we have to be very careful of what we say lest we offend some body and he takes us to court. We have political correctness now, another invention of somebody who had nothing better to do. We have to be careful of what we say or we may be racist and antisemitic, or if we look at somebody a certain way we may be harasssing someone. Now these are the things we have to deal with, but before anybody makes a comment they should read or better yet view some of the Videos on YOU TUBE like John Perkins "confessions of an Economic Hitman" or watch the Video "The rise of the Rothschilds" read where did the CFR, the Tri Lateral Commission, The Annenbergs. Oh and look up some information on David Rockefeller and the power he yields with the US Government. Find out about Zbigniew Bzrezinski the founder of the Tri-Lateral Commission and his contribution to the think tank. His book "The Grand Chessboard" pretty much sums up his contribution to America and its middle east and soon to be far east problems.Its not enough to just make a response, find out how nasty many of our governmental Departments have been over the years and learn why the world hates us so much. I was 15 years in the Merchant marine and learned a hell of a lot about the world we live in. It is abeautiful country but then it is also a beautiful world because thaer are still human beings living all over the world and before we consider our selves civilized look ath the number of people who have been butchered and slaughtered over the world Not only in Gaza but in Africa in Indonesia and even in South America and much of this is done by American radicals and who are being paid by the US government through private corporations. Obama may or may not condone these activities and he may or may nor condone clandestine assinations as has happened in the past like Viet Nam and Iran. But we have in large part been responsible for this cancer in the world. Somebody needs to come and clean up this act.

The article doesn't seem very biased to me. It sights its sources and is pretty straight forward. I think some people might be jumping conclusions but it's understandable (and healthy) with things of this nature.
The directorate basically outlines the military conscription of all DOD civilian personal. Instead of being a draft this is an effective alternative for expanding the army.
A few people have noted that the STATED primary function of these conscripts wont be actually fighting (although that option is clearly allowed for). However that doesn't mean that they are any less soldiers. Currently our soliders carry out all the tasks mentioned in the DoD report.
In addition this makes it much easier politically to deploy troops on US soil since they will technically be civilians, which is indeed a deeply troubling concept.

I'm not an extremist. You need to change your misconceptions of others just to validate your own viewpoint. But I am sure you will join this. No? The ass umption of those who think that we don't give back or work if we are against this is ignorant at best. And my father and many others in my family and many other families as well fought for my right to dissent just as you have the right to sit and complain about people you think are complaining rather than extol the virtues of this.
This looks to me like a kinder gentler type of conscription and as such I will not choose to be a part of it. I already give back to my community and to my country. What this sounds like to me is that civilians will be filling in for contractors to do i.e. cooking, cleaning, landscaping, laundry etc,although I'm not sure what supporting combat missions means. Regardless folks, Bush broke the military and the budget and it sounds like we can no longer afford to pay excessive prices to have civilian contractors do things that can be just as effectively managed by the military.
So all you young Republicans who supported Bush's invasion to go to Iraq and kick some terrorist ass, here's your chance to actually do something other than shoot your mouths off. If you're smart, you'll take him up on the offer because you will have a choice as to what you do and where you go, whereas the other side of this coin is, in all probability, a draft where you won't have either.
You'll have to forgive me if I appear to be chuckling on the inside, because I AM. There is a new President in town and, unlike the last one, he is not willing to stand by and let a tiny minority do all the dirty work for the majority. So my friends, welcome to adulthood!
And to answer your question, yes, four years, 1976 to 1980. I wouldn't ever want to go back but will never regret my decision to serve.

i'm not complaining about doing work for the government, i'm in the military. but the thing i am against is forcing people to do work when they don't want to. i volunteered to join, i couldn't imagine someone being forced to join against their will.

DoD contractors over in afghanistan r safe as a person can be.
when they work they always have soldiers working with them or guarding them.
No chance in hell they will get hurt or injured. Way to many precautions r takin to insure these civilians, which is not a bad thing by any means
