Captain’s Comments

Thousands attended and braved the cold at this year’s Chinese New Year’s Parade. The good news included no precipitation. Officers did have to quell hotspots along the parade route from over zealous crowds, the very few misbehaving individuals and later at bars along the 900 block of Grant Avenue. All in all, it was a well attended and managed event.
Join us for the Central Station Community Meeting on February 19, 2009 at 6 PM at the Tel-Hi Center at 660 Lombard. Call or write me if you’d like to add something to the agenda. I plan to speak on Crime Stats from 2008 and how they compare with 2007. I will also talk about staffing of personnel and plans for 2009. Everyone is welcome to attend.

Current Crime Trends
Graffiti vandals have scarred North Beach and Chinatown of late. Please call 911 if you see acts of graffiti or other vandalism in progress. Use 311 to report the mess to get it cleaned up asap. There is a reward for information leading to the arrest and conviction of graffiti vandals of up to $250.
SAFE stands for Safety Awareness For Everyone and it is a valuable crime prevention organization. Grab and Run Shoplifters have been active of late, especially near our retail areas of the district. Plainclothes officers have made good arrests at locations where patterns of the thefts have occurred. Merchants can help yourselves by being alert, greeting patrons and by checking out the SAFE website for tips on loss prevention. SAFE can also do a security survey and report on businesses and homes.       The Community Police Academy is a 15-week program that meets once a week and is designed to inform and teach interested participants various aspects of municipal policing, including patrol and investigations procedures, vehicle operations, arrest and control techniques, firearm procedures and emergency communications.
      The Academy’s goals are to develop community awareness through education and to develop a closer understanding and working relationship between the San Francisco Police Department and its communities. Members of the community are encouraged to join and learn about the San Francisco Police Department. Participants can ask questions and offer comments within each class. The next class is scheduled to start on February 17, 2009. We now also have a Youth Community Police Academy, geared towards high school students and will last 10 weeks, starting on March 24, 2009.
      The Community Police Academy participants are selected by the program coordinator after an application process. Enrollment is limited to twenty-five students per class.

      2/9/09 at 3:45 PM on the 500 block of Battery Street at a bank, Officers responded to a bank robbery. The teller told Officer Rod Lee that the suspect, a 40 year old black male wearing a blue suit and red tie asked for help with his ATM card. As the teller went to place currency in her cash drawer, the suspect reached over the counter, grabbed several bills and fled from the bank. Trouble for the robber was that he had been in the bank before, the teller recognized him as a previous customer and, in his haste to flee with the money, he left his own ATM card on the counter. He was identified and arrested shortly thereafter.

Rewards are enumerated from $250 for Graffiti to $1,000 for guns to and up to $10,000 or more for information leading to the arrest on some homicides.
      Traffic Safety Tips- Car Seats and Cell Phones from SF DPH
      Traffic Safety Message 1 – Don’t stop using booster seats too early!
      The U.S. government (www.boosterseat.gov) and the American Academy of Pediatrics (http://www.aap.org/family/carseatguide.htm) recommend the use of booster seats until a child is 4’ 9”. Some people make the decision to stop using boosters based on age or weight – but the real issue is where the belt crosses the body and the neck (neither of which is based on age or weight).
      Traffic Safety Message 2 – Talking on your cell is like driving drunk!
      Message from a parent: “At my children’s school, I’ve been noticing a persistent trend of parents on the cell phone as they drop off their kids in the morning. This has been on my mind a lot after reading that using a cell phone (including hands free devices) puts you at the same increased chance for an accident as driving legally drunk. See the NYT article at http:// www.nytimes. Com/2009/ 01/13/health/13well.html. I’m sure we’d all be up in arms about drunk drivers at school, but cell phones are so common that we don’t think about the impairment they cause.”

      Crime Statistics 2007-2008 in the Central District: The charts below indicate crime in the Central District over the past two years. Consider that we have approximately 68,000 full time residents, 12,000 hotel rooms, many major employers, over 750 ABC licenses including restaurants, bars, clubs and liquor stores, large retail corridors and 7 of the top 10 tourist attractions in San Francisco. Our homicide totals were two for each of the past two years.

      The cold weather seems to continue to inhibit large crowds. Saturday night, however there were large groups and crowds in the corridor and fights at 1 club on the 500 block of Broadway and another at an adult theatre on the 300 block of Broadway. The large crowds may have increased due to the thousands who attended the Chinese New Year’s Parade.

      Crimes of Note:

      2/6/09 at 10:45 PM, Officers Mark Milligan and Josh Tiumalu were flagged down at Stockton and Jackson regarding a 60 year old Asian male swinging a metal pipe at people on the street. The officers exited their vehicle and saw the suspect with the pipe crouching behind a stack of cardboard. The suspect immediately threatened them with the pipe and advanced on them. The officers ordered him to drop the pipe several times before they sprayed him with pepper spray. As the spray took effect, stopping the suspect, he threw the pipe to the ground and he was taken into custody. The suspect was arrested for felony assault. He was on felony court probation for a previous assault on a Chinese Hospital guard for assault with….yes, a pipe.

      2/7/09 at 8 AM on the 700 block of Kearny. Union Square Beat Officer Carl Payne collected information regarding drug sales from a hotel room. An investigation with Officers Scott Korte and John Ferrando led them to arrest an individual with almost $2,000 in cash and bottles of suspected GHB and crystal methamphetamine.

      2/8/09 at 2AM on the 1700 block of the Embarcadero, Officers Donn Peterson and Anna Patterson were called to a report of a drunk man breaking a window at a club. The suspect was on site having his bloody hand treated by an ambulance when the officers arrested him.

      2/8/09 at 6:40 PM, Officers were called to another portable toilet fire on the 700 block of Chestnut. There was a delay in response due to a third party call to 911. Members of the public are reminded to call 911 immediately when suspicious persons are observed loitering near construction sites in the area.
