Captain’s Comments
Happy Presidents Day! With the short week, comes the short newsletter. The weather has certainly been a factor in crime and events being very low key. Protests in the district were very manageable. Officers at the Valentines Day Pillow Fight in Justin Herman Plaza on Saturday saw no problems. A protest at a religious organization on Columbus was equally non-eventful. Broadway was certainly dampened and subdued as the numbers reflect below. The hot spot of the weekend was indeed volatile, with a shooting occurring at a nightclub on the 600 block of Jackson Street, on 2/16/09 at 1:27 AM, leaving one 21 year old from Oakland with a gunshot wound to the abdomen. A 17 year old from San Francisco was arrested and a handgun was recovered near the shooting.

I plan to speak on Crime Stats from 2008 and how they compare with 2007. I will also talk about staffing of personnel and plans for 2009. Everyone is welcome to attend.

The Police Commission is currently engaged in a search for candidates for the next Chief of the San Francisco Police Department and is about to retain an executive search firm to assist in that effort. The Commission will be conducting a series of special "Town Hall" style community meetings to receive suggestions and comments regarding the Commission's search for Police Chief candidates. The meetings currently scheduled are as follows:
Thursday, February 19, 2009, South Beach Harbor Community Room , Pier 40A at the Embarcadero, (behind ATT Park) 6 p.m. - 8 p.m.

The Commission will hold its usual monthly community meeting on Wednesday, February 25th, 2009, St. Mary's Cathedral Center, 1111 Gough Street, beginning at 6 p.m. A special invitation has been extended to members of San Francisco faith based communities to attend.

The Community Police Academy is a 15-week program that meets once a week and is designed to inform and teach interested participants various aspects of municipal policing, including patrol and investigations procedures, vehicle operations, arrest and control techniques, firearm procedures and emergency communications.
The Academy’s goals are to develop community awareness through education and to develop a closer understanding and working relationship between the San Francisco Police Department and its communities. Members of the community are encouraged to join and learn about the San Francisco Police Department. Participants can ask questions and offer comments within each class. The next class is scheduled to start on February 17, 2009. We now also have a Youth Community Police Academy, geared towards high school students and will last 10 weeks, starting on March 24, 2009.
The Community Police Academy participants are selected by the program coordinator after an application process. Enrollment is limited to twenty-five students per class.

Crimes of Note:
On 2/13/09 at 10:30 PM near O’Farrell and Leavenworth, Officers Josh Timalu and Angel Lozano, while working narcotics abatement, observed a suspicious vehicle with two broken side mirrors. The vehicle was stopped and was just reported stolen from the Tenderloin area. The 45 year old white male suspect from SF was also found to be on active probation.2/15/09 2:15 AM at Columbus and Vallejo, a victim was beaten and left face down on the street after arguing with strangers. Suspects were detained but the victim and witnesses could not determine if they were the ones who beat him
On 2/16/09 at 1:30 AM Several Officers responded to the 600 block of Jackson Street on the report of a shooting. A 21 year old male from Oakland was on scene, wounded with an apparent gunshot to the abdomen. The suspect, a 17 year old from SF was arrested and the gun was found nearby, abandoned in a garbage can. Several other suspects were detained as well.
On 2/16/09 on the 1000 block of Kearny, at 9:18 AM a disgruntled customer at an adult entertainment venue was angered because he lost money in a viewing machine. The 40 something black male suspect, 5’11 tall and 190 grabbed a broom and dustpan and swung it at the desk clerk, striking her in the hands and head. The suspect fled onto Broadway.
On 2/17/09 at 1:14 AM at Washington and Taylor, Officers Vien Lam and Anna Patterson responded to a call of a car jacking robbery. The 58 year old white male suspect had robbed a taxi driver at knife point while the taxi was in transit. The driver fled the cab and the suspect climbed from the back seat to the driver’s seat when he drove the cab into a wall. Witnesses grabbed the suspect and held him for police at the scene.
Narcotics arrests:
2/13/09 3:50 AM 800 block of Geary- Undercover operation Officer Angel Lozano netted 2 suspects selling crack cocaine.2/13/09 at 11:30 PM at Pacific/Jones Officers Korte and Ferrando arrested an individual with 21 individually wrapped ‘rocks’ of crack cocaine and recovered $800 in cash.
2/13/09 at 5:35 PM, on the 800 block of Hyde, Officers Nico Discenza, Plantinga and Perez arrested a suspect with suspected black tar heroin and crack cocaine.
2/16/09 at 9 PM at Geary and Hyde Street, Operations Officers Angel Lozano, Matt Sullivan, Jeremy Cummings, Charles August and Eric Tapang arrested a suspect selling ‘crack’ cocaine.

Traffic Safety Tips- Car Seats and Cell Phones from SF DPH
Traffic Safety Message 1 – Don’t stop using booster seats too early!
The U.S. government (www.boosterseat.gov) and the American Academy of Pediatrics (http://www.aap.org/family/carseatguide.htm) recommend the use of booster seats until a child is 4’ 9”. Some people make the decision to stop using boosters based on age or weight – but the real issue is where the belt crosses the body and the neck (neither of which is based on age or weight).
Traffic Safety Message 2 – Talking on your cell is like driving drunk!
Message from a parent: “At my children’s school, I’ve been noticing a persistent trend of parents on the cell phone as they drop off their kids in the morning. This has been on my mind a lot after reading that using a cell phone (including hands free devices) puts you at the same increased chance for an accident as driving legally drunk. See the NYT article at http:// www.nytimes. Com/2009/ 01/13/health/13well.html. I’m sure we’d all be up in arms about drunk drivers at school, but cell phones are so common that we don’t think about the impairment they cause.”

Graffiti vandals have scarred North Beach and Chinatown of late. Please call 911 if you see acts of graffiti or other vandalism in progress. Use 311 to report the mess to get it cleaned up asap. There is a reward for information leading to the arrest and conviction of graffiti vandals of up to $250.

SAFE stands for Safety Awareness For Everyone and it is a valuable crime prevention organization. Grab and Run Shoplifters have been active of late, especially near our retail areas of the district. Plainclothes officers have made good arrests at locations where patterns of the thefts have occurred. Merchants can help yourselves by being alert, greeting patrons and by checking out the SAFE website for tips on loss prevention. SAFE can also do a security survey and report on businesses and homes.
