NEW YORK (AP) - Two New York City police detectives used excessive force when they unleashed a deadly barrage of 28 bullets on a pair of young robbery suspects, firing on the men as they lay on the ground and pleaded for their lives, a lawyer said Friday.
Seth Harris, an attorney for the men's families, said in the opening statements of a $20 million civil trial that the two police officers have "refused to take responsibility" in the deaths of Hilton Vega, 21, and his cousin Anthony Rosario, 18.
Vega was shot eight times in the back and Rosario was shot 14 times, mostly in the back, when they arrived at an apartment on Jan. 12, 1995. The officers, James Crowe and Patrick Brosnan, had been there interviewing residents on a tip that a robbery would take place.
Jennifer Coyne, an attorney for the city, which was being sued with the two detectives, said the young men had weapons and that the officers thought they were going to be shot. The officers opened fire when Rosario and Vega did not comply quickly enough with an order to get on the ground.
"This was justified 100 percent; this was a reasonable use of deadly force," she said.
