“Arm yourself….with knowledge!”
Captain’s Comments
A colleague of mine in the Department of Public Health retorts, when asked what he’s been doing is always the same: “Saving Lives!” I always think that he is being facetious, but today I acknowledge that he does indeed save lives everyday, just like me and you. Today it was more obvious how we do it. I just finished a meeting at Fisherman’s Wharf when I heard the dispatch radio call of a “dead body in the water off Pier 45.” I turned my vehicle around and headed that way, thinking of the procedures and notifications. I pulled up to the spot where Officer Terry Laubach parked his patrol wagon. We looked down into the water and spied the lifeless body of a fully clothed woman, half in the water with her torso on some floating pilings. Within a minute it appeared that the woman moved a bit. We shouted to her and saw that she seemed to twitch. The SFPD Marine Unit was dispatched with EMT services as well. Within minutes, both arrived and after some coordination, Officer Laubach assisted Officer John Broucaret in pulling the woman safely aboard the Marine Unit boat. SFFD EMT’s boarded and began treatment of the woman who seemed to be recovering. Her complete story is yet to be chronicled on her condition and how she ended up 30 feet below the pier in the 50 degree cold San Francisco Bay waters.
In any event, there we are ‘saving lives.’ I would bet that most of you are saving lives everyday as well. If you keep your under 6 and under 60 pound child in a car seat, and wear your seat belt and obey traffic laws, you too are saving lives. If you ride a bike and wear a helmet, don’t wear ear buds and obey traffic laws and ride defensively, you too are saving a life, quite possible your own. My point is, a lot of times we act in a manner that is protecting ourselves and others from harm everyday. With some conscious effort, we can save even more.
Events:
This week in the Central District we will have thousands of folks descending North Beach and the Financial District for St. Patrick’s Day festivities beginning March 17. We have been pretty successful in keeping things under control the past few years and I expect this March 17th to be a good one, being on a Tuesday night. Most celebrants will have to be at work tomorrow and we wish them best in moderate celebration and safe travels home.
On March 19th plan to attend our monthly Police Community Meeting at Tel-Hi Community Room at 660 Lombard. We’ve been having a pretty good turn out and the discussions have been lively. I will not be able to attend this month but come and meet one of our new Night Lieutenants Rich Pate of Victor Tsang.

Drug related arrests:
• 3/11/09 at 11:33 PM at Hyde and O’Farrell; Central Station Officers Rene Nielsen and Matt Sullivan acting in an undercover decoy operation made arrests of individuals selling crack cocaine. A local 23 year old was arrested for sales.
• At Hyde and Sutter a short while later, two separate additional males in their 20’s were also arrested for sales of crack cocaine, by the same officers.
• A short while later at Larkin and O’Farrell, a 19 year old man and a 30 year old female were arrested for sales of suspected crack cocaine to undercover officers Angel Lozano and Eric Tapang.
• 3/14/09 at 3AM at Post and Larkin; Officers Matt Sullivan and Rene Nielsen stopped a SF skateboarder on probation for felony narcotics possession was found to be in possession of suspected methamphetamine.
• 3/16/09 at 2:40 AM on the 200 block of Geary, Officers Keent Chu and Martin Garay stopped to detain a man attempting to force the door of the portable toilet when they saw a ‘crack pipe and baggie of suspected crack cocaine’ drop from his hand to the sidewalk.SAFE stands for Safety Awareness For Everyone and it is a valuable crime prevention organization. Grab and Run Shoplifters have been active of late, especially near our retail areas of the district. Plainclothes officers have made good arrests at locations where patterns of the thefts have occurred. Merchants can help yourselves by being alert, greeting patrons and by checking out the SAFE website for tips on loss prevention. SAFE can also do a security survey and report on businesses and homes. Reward! Check out the www.sfgov.org/police website for rewards for Homicide information, Graffiti information and when giving tips on illegal guns in San Francisco. Rewards are enumerated from $250 for Graffiti to $1,000 for guns to and up to $10,000 or more for information leading to the arrest on some homicides.
Traffic Concerns: With the wet weather be sure to keep your hands on the wheel and ears unobstructed. Talking on the cell phone is not advised, but if you must, it must be hands free. Wearing ear buds from MP3 players is also illegal.

The arrest began on the foot of Broadway from a traffic stop when the driver cut off the motorcycle officer without signaling. The officer noticed what appeared to be individuals with distinctive “gang type clothing.” Officer Oscar Carcelen discovered a loaded handgun and brass knuckles in the car and 4 individuals were arrested.
Other area incidents and arrests included:
• 3/14/09 just after midnight on Columbus and Broadway; A Concord man was drinking alcohol from a cup on the street when he was stopped by officers. The man refused contact and threatened the officers. The man was booked for the threats, resistance and drinking in public.
• 3/14/09 at 1:35 AM on the 400 block of Broadway. A 23 year old white male from SF said he was assaulted by another man inside a club. Officers called for an ambulance but the man refused treatment for a bloody nose.
• 3/14/09 at 4 AM at Jackson and Kearny; an intoxicated white male with no address said he was drinking on the corner when another man approached and offered to sell him cocaine. He said they got into a verbal dispute when the suspect pulled out a knife, cut his hand and fled.
• 3/14/09 8:20 PM on the 900 block of Columbus; Officers responded on a call of a man trespassing inside a café. The man reportedly harasses customers, takes off his clothing and dances. The individual was arrested for drunk in public, assault and trespassing.
• 3/14/09 9 PM on the 400 block of Broadway, plainclothes Inspectors viewed an individual in a vehicle “doing burnouts.” The suspect was detained and cited for audible tire friction and exhibition of speed.
• 3/14/09 at 9:30 PM, 400 block of Green Street; Officers observed a 30 year old white male from SF sitting on a door step with two other males, snorting cocaine from a rolled up $5 bill. The individual was booked for possession and ingestion of narcotics.
• 3/15/09 at 1:40 AM at 400 block of Broadway, Officers arrested an Asian male from Rodeo, Ca for assaulting a doorman for being refused into a club. A SF woman was arrested separately after attempting to interfere with the arrest.Crimes of Note:
3/12/09 at 4:30 PM at Northpoint and Mason Streets; Officers Greg Skaug, Nico Discenza, Paul Doherty and Shawn Yu responded to a call of 2 suspects breaking into a vehicle. The suspects were detained and after some resistance, admitted the crime. The suspects were in possession of stolen property from the vehicle including a GPS unit and rocks used to break the window.
On 3/16/09 at 3:30 AM on the 500 block of Post Street; a “routine traffic stop” turned into quite a caper when the Hummer that Officers Oliver Lim and Vien Lam stopped turned out to be reported stolen with numerous identification and stolen property found inside. Also located was a bag of suspected crystal methamphetamine. The man and woman inside the vehicle were booked on numerous charges. - 3 years ago

On Saturday March 21st we will monitor the annual anti-war protests beginning at 11 AM in Justin Herman Plaza. Thousands are expected to stage and then march to Civic Center Plaza along Market Street. There will be a rally at Civic Center until the late afternoon.
We’ve been given a ‘heads up’ regarding a “Flash Mob” gathering on March 25th “downtown” calling for “all Zombies!” That usually means that folks will text each other and show up wearing make up and torn clothes with fake blood and assorted limbs. If I knew exactly where and when they are to appear, I would tell you.

Graffiti vandals have scarred North Beach and Chinatown of late. Please call 911 if you see acts of graffiti or other vandalism in progress. Use 311 to report the mess to get it cleaned up asap. There is a reward for information leading to the arrest and conviction of graffiti vandals of up to $250.

==================================Due to an upswing of negative behavior, expect to see more officers and police wagons on Broadway and the immediate area this weekend. The Traffic Company Solo Motorcycle Unit made great impact Saturday night with 52 moving citations issued, 6 vehicles towed and one felony gun and brass knuckles arrest made, and six others made, that were traffic related.
