Captain’s Comments

We send our thoughts and sympathy to the lives affected by the fallen Oakland Police Department Officers. It serves as a reminder of how violent and life threatening our jobs can be.

Events:
St. Patrick’s Day festivities were well controlled with a few arrests made, mostly for public drunkenness. Many of the downtown locations started early and ended before midnight. By 2 AM the district was back to normal.

On March 25th plan to attend another Town Hall Meeting with Supervisor David Chiu and representatives from major City Departments such as Fire, Police, Health, DPT and Rec and Park. I will not be able to attend this month but come and meet one of our new Night Lieutenants Rich Pate of Victor Tsang. The meeting is 6PM-8PM at the Spring Valley Elementary School at 1451 Jackson Street between Hyde and Larkin.

On Saturday March 21st we facilitated the Anti-War Demonstration beginning at Justin Herman Plaza, along Market Street to Civic Center Plaza.

We’ve been given a ‘heads up’ regarding a “Flash Mob” gathering on March 25th “downtown” calling for “all Zombies!” That usually means that folks will text each other and show up wearing make up and torn clothes with fake blood and assorted limbs. If I knew exactly where and when they are to appear, I would tell you.

Current Crime Trends
Graffiti vandals have scarred North Beach and Chinatown of late. Please call 911 if you see acts of graffiti or other vandalism in progress. Use 311 to report the mess to get it cleaned up asap. There is a reward for information leading to the arrest and conviction of graffiti vandals of up to $250.

      03/22/09 0208 hrs. Powell/Union Sts. Lynching/Resisting Arrest
      090299229
      Officer Lim and Officer Lam were enroute to another call for service when they on-viewed a physical altercation involving a small group of people. Upon attempting to detain one of the aggressors who were seen punching another individual, the officer was met with resistance and a struggle to place the subject under arrest. Two of the others who were involved in the altercation then attempted to pull the officer away from the suspect he was attempting to arrest. Additional officers arrived at the scene and 3 subjects were placed under arrest. Alcohol use was a factor in this incident.

      03/22/09 0443 hrs. Larkin/Pine Sts. Loitering/Prostitution
      090299467
      Sgt. Arlin Vanderbilt observed a female engaged in soliciting an act of prostitution at the above location. Both the female and her male client were cited in this incident.

      03/22/09 2050 hrs. 200 blk. North Point St. Auto Burglary/Arrest
      090302145
      A witness to an auto burglary phoned the police to report the incident, describing what he had seen occur. Officers responding to the scene located the suspect due to the witness’ willingness to help apprehend the suspect. The witness remained on his cell phone while he followed the movements of the suspect, and then positively identified the suspect police had detained. The suspect was placed under arrest.

      090302684
      Plain clothes officers conducting a narcotics investigation at the above location arrested a suspect who sold one of the officers a small quantity of suspected rock cocaine.

      03/17/09 2356 hrs. Grant/Green St. Investigative Detention
      090282882
      While attending to St. Patrick’s Day activity, officers on-viewed a subject attempting to provoke the bouncers into a fight at one of the bars at the above location. The subject showed the obvious signs of intoxication and taken into custody. The subject was not accepted by the County Jail due to a medical issue, and was therefore taken to SFGH where he was issued a certificate of release and treated for his injury. The subject did not know how he received the injury.

      03/18/09 0333 hrs. Mason/Jefferson Sts. Arrest/Possession of Narcotics Paraphernalia
      090283090
      Officers Christopher Ritter and Josh Tiumalu observed an individual urinating on a tree at the above intersection. When the officers approached the subject to issue him a citation for the offense, he became uncooperative and began to physically fight with the officers. The officers located a crack pipe while conducting an arrest search of the individual. The subject was cited and released.

      03/18/09 2215 hrs. Broadway/Kearny Sts. Possession of Opiates
      090287296
      Officer Esther Gonzales on-viewed a domestic dispute at the above location. The officer observed the male raise his hand in the air in what appeared to be a striking motion. The individual was placed under arrest after the investigation revealed that he had committed a battery on the female. While conducting an arrest search, officers found suspected opiates on the person of the subject who was arrested.

      03/19/09 0037 hrs. Washington Square Park Aggravated Assault

      The victim was sitting on one of the benches at Washington Square Park talking to himself when 3 juvenile subjects approached him. One of the juveniles made a comment to the victim and then threw a beer bottle at him, striking him in the forehead and causing a laceration. The suspects fled the immediate scene. Officers located suspects matching the description a short time later at Columbus and Vallejo Sts. One of the suspects was in possession of marijuana. Because the victim was unable to positively identify the suspects, only the subject in possession of the marijuana was cited and then released.

      03/20/09 0040 hrs. 900 blk. Post St. Possession of Methamphetamine
      090291786
      Plain Clothes Officers conducting narcotic violations at the above location observed a suspect in possession of a small baggie containing suspected methamphetamine. The suspect and another subject were examining the contents of the small baggie when officers made the encounter with them. The subject in possession of the baggie was arrested at the scene.

      03/20/09 0140 hrs. 200 blk. Bay St. Malicious Mischief/Graffiti
      090282923
      While on patrol, Officers McWilliams and Thompson observed a subject writing with a black marker pen on the stucco wall of a building located on the 200 block of Bay St. The officers cited and released the subject.

      Drug related arrests:
      SAFE stands for Safety Awareness For Everyone and it is a valuable crime prevention organization. Grab and Run Shoplifters have been active of late, especially near our retail areas of the district. Plainclothes officers have made good arrests at locations where patterns of the thefts have occurred. Merchants can help yourselves by being alert, greeting patrons and by checking out the SAFE website for tips on loss prevention. SAFE can also do a security survey and report on businesses and homes. Check them out at www.sfsafe.org .

      Reward! Check out the www.sfgov.org/police website for rewards for Homicide information, Graffiti information and when giving tips on illegal guns in San Francisco. Rewards are enumerated from $250 for Graffiti to $1,000 for guns to and up to $10,000 or more for information leading to the arrest on some homicides.

      Traffic Concerns: With the wet weather be sure to keep your hands on the wheel and ears unobstructed. Talking on the cell phone is not advised, but if you must, it must be hands free. Wearing ear buds from MP3 players is also illegal.

      03/16/09 0930 hrs. 800 blk. Kearny St. Robbery w/gun
      090275655
      Officers responded to the location on the report of an armed robbery. Masked suspects, armed with a gun entered the business and robbed the victim of cash. The victim sustained head injuries after being “pistol whipped” by one of the suspects. The suspects fled the scene. This case is being investigated by the Robbery Detail.

      03/16/09 1158 hrs. 300 blk. Sutter St. Auto Burglary/Arrest
      090275730
      Officer Mary Godfrey and Officer Dwight Lee responded to the above location on a call of a theft. When they arrived they were told by the UPS truck driver that while making a delivery, the suspect entered the rear of the truck. Upon seeing this, the UPS driver closed the rear roll-up door of the truck, trapping the suspect inside. Officers arrived and took custody of the suspect.
