Captain’s Comments

My heart goes out to the members of the Oakland Police Department and especially to all the families of the victim officers in last week’s tragedy. It is a profoundly saddening situation that cannot be rationalized or justified.

Thanks to everyone who called or wrote to pass along condolences or to offer support to law enforcement officers in general, and particularly to the families and co-workers of our brother Oakland Police Department Officers. Several people asked if there was a message to put out regarding interactions or contacts with police. Police Officers walk a fine line every day while plying our trade, and the Bay Area is probably the most scrutinized law enforcement community because of the harsh criticism by the usual detractors.

Officers are potentially in the line of fire every time they walk out of their police stations, regardless of the call for service. Vehicle stops are especially dangerous since each one is “like a box of chocolates, you never know what you're going to get." Not to make light of the situation, but as the officer approaches a vehicle, they don't know if they are dealing with an inexperienced driver, someone in a hurry, someone with a medical emergency or in some cases, an armed dangerous felon. Yet, with that said, we are expected to treat each approach the same, with the same amount of courtesy and respect. I have seen complaints against officers on traffic stops because they, in the perception of the driver, "had their hand on their gun." In some cases, a safe and defensive approach is called for. In all cases, a safe approach should be made until the nature of the driver can be determined.

You can help each time you interact with an officer by being clear and as articulate as possible. If you are at a call of service where violence or a weapon may be involved, consider the officer’s perspective. Keep your hands free of anything that could be construed of as a gun or weapon and explain your role at the soonest opportunity; such as: “I’m the one who called;” or “the threatening customer just left…” If you happen to be pulled over for a traffic violation, pull over to the right as soon as possible, as safely as you can. Do not dig around for insurance or registration paperwork until the officer requests them. Do not exit your vehicle and do not allow passengers to exit. Stay in your seat with your hands visible. The officer may then ask for your driver’s license, vehicle registration and your proof of insurance. Only then should you search for the documents. Most people already adhere to these protocols, but others still aren’t sure what their role should be. Bystanders or third parties, not involved in the interaction are not prohibited from watching but should not get involved, especially from the blind side of officers during the activity. Our main goal is to conduct business with safety in mind for everyone involved.

Graffiti vandals have scarred North Beach and Chinatown of late. Please call 911 if you see acts of graffiti or other vandalism in progress. Use 311 to report the mess to get it cleaned up asap. There is a reward for information leading to the arrest and conviction of graffiti vandals of up to $250.

      3/26/09 1240 hrs. 456 Montgomery Battery, Resisting Arrest
      090316895

      Sgt. Ed Garcia was assigned to supervise at a demonstration at the Israeli Consulate. Sgt Garcia observed a battery occur and took the suspect into custody. The victim signed a citizen’s arrest form and the suspect was cited and released.

      03/26/09 2235 hrs. California / Drum Robbery Att/ Force
      090319065

      Officer Amanda Cordoba and Officer Esther Gonzalez responded to California / Drum on a report of a robbery. The victim stated that four males attempted to take his back pack, but he refused to let go of the back pack. The suspect’s finally gave up and fled the area. The officers searched the area, but could not locate the suspects.

      03/26/09 2238 hrs Halleck / Front St Assault/ Aggravated
      090319128

      Officer Ratti and Officer Worrell responded to the above location on a report of a aggravated assault. Upon their arrival, Sgt. Joe Fischer had one suspect already detained in his patrol vehicle. The victim had told Officer Ratti that the suspect had hit him with a crowbar on his forehead. The dispute was over recycled bottles. The suspect was arrested and booked for Assault with a Deadly Weapon.

      3/27/09 3:35 hrs. 1100 block of Pine Burglary
      090319714

      Officers Josh Tiumalu and Ritter responded to a call of a burglary in progress. As they arrived on scene they noticed the suspect running on Leavenworth. The officers pursued and stopped the suspect who dropped two security cameras that he stole off a private parking garage wall. The suspect was also found to be in possession of burglary tools and narcotics paraphernalia.

      3/24/09 0320 Geary/Leavenworth Narcotic’s Arrest
      090307151 Probation Violation

      Officer Nielsen, Sullivan, Cummings and Peterson were conducting a Buy/ Bust operation at the above location. Officer Sullivan, who was in plainclothes, was approached by the suspect and asked if he wanted to buy some narcotics. The suspect told Officer Sullivan he had ‘G’, which is Gamma Hydroxyl butyrate. The suspect left and returned shortly with the narcotics. After the sale was complete, Officer’s Nielsen, Peterson and Cummings made the arrest. The suspect was booked at Central Station for possession of narcotics for sale and probation violation.

      3/25/09 0312 hrs. Broadway/Columbus Traffic Violation
      090311566 Marijuana Offense

      Officer Josh Tiumalu and Officer Christopher Ritter were on routine patrol when they observed a vehicle run the red light at Broadway/ Columbus. A traffic stop was made and it was determined the Driver had a suspended license. A search of the vehicle prior to being towed, officers located a baggie containing green vegetable matter (suspected marijuana). The driver was cited at the scene for the traffic infractions and possession of less than one ounce of marijuana.

      Officers from Central Station have taken four reports from several citizens regarding a male caller attempting to extort money, and threatening to kill family members if they call the police. These cases are being investigated by the general Works Detail.

      3/25/09 1100 100 block of Post St Burglary, Store
      090312984

      Officer Ben Manning responded to Post St on a report of a theft. Loss prevention officers had detained two juveniles for shoplifting. It was determined that one juvenile was on Double Probation already for burglary. The juvenile was refused at the Juvenile Center and instead, booked at YGC.

      3/26/09 0145 hrs. 500 block of Beach St Battery, Resisting Arrest
      090315643 Malicious Mischief

      Officer Kevin Worrell and Officer Joe Ratti responded to a fight call on the block of 500 Beach St. The victim told them that one of the suspects was across the street. Officer Ratti exited the vehicle and the suspect fled. Officer Ratti detained the suspect several blocks away. The victim stated the suspects attacked him for no reason and vandalized the area. One suspect was booked at Central Station and the other suspect cited and released.

      Officer Eric Caracciolo responded to a motel at the request of the Daly City Police Department to check for a wanted felon. Officer Caracciolo located the suspect
      and booked him at Central Station on a $250,000 Felony warrant.

      SAFE stands for Safety Awareness For Everyone and it is a valuable crime prevention organization. Grab and Run Shoplifters have been active of late, especially near our retail areas of the district. Plainclothes officers have made good arrests at locations where patterns of the thefts have occurred. Merchants can help yourselves by being alert, greeting patrons and by checking out the SAFE website for tips on loss prevention. SAFE can also do a security survey and report on businesses and homes. Check them out at www.sfsafe.org .

      Reward! Check out the www.sfgov.org/police website for rewards for Homicide information, Graffiti information and when giving tips on illegal guns in San Francisco. Rewards are enumerated from $250 for Graffiti to $1,000 for guns to and up to $10,000 or more for information leading to the arrest on some homicides.

      3/23/09 1602 hrs. 657 Hyde St Cocaine Possession
      090305428 Probation Violation

      Officer Albert Cuidad and Officer Plantinga were on routine patrol on the 600 block of Hyde St standing in the door way. The officers had noticed her there thirty minutes prior. Officer Plantinga made eye contact with the subject, who became nervous. Officer Plantinga then observed the female drop a small object on the window sill. The officers exited their patrol vehicle, approached the female and located what appeared to be a small plastic baggie containing cocaine base. The female was arrested for possession of cocaine base and probation violation

      3/24/09 0115 hrs. Geary/ Jones St. Methamphetamine Offense
      090307167

      Officer Nielsen and Officer Sullivan were working a plainclothes detail in the Central District. While walking on Geary St , Officer Sullivan observed a male walking towards him with what appeared to be a bag of crystal like rocks in his right hand. Officer Nielsen and Sullivan made the arrest and booked the subject for possession of Methamphetamines.

      3/24/09 0215 hrs. Broadway/ Powell Sts Driving under the Influence
      090307123

      Sgt Harwood and Sgt Riskin were at Broadway/ Powell redirecting traffic due to a accident. Sgt Harwood observed a vehicle approaching with no headlights on driving above the posted speed limit. The driver had driven through a flare pattern that had been set up. Sgt Riskin entered his vehicle, putting his emergency lights on, stopping the vehicle. Sgt Harwood approached the vehicle to talk with the driver when he smelled a strong odor of an alcoholic beverage coming from the driver’s mouth. After a field sobriety test, the driver was arrested for driving under the influence and several traffic infractions.
