Americans feel 15.6% unemployment as underemployment surges

April 6 (Bloomberg) -- Joseph Ramelo gave up searching for work in January to return to school, two months after he was laid off as a San Francisco election clerk. Antonio Poe is struggling to get by doing part-time landscaping in Greensboro, North Carolina, after losing his job as an electrician.

While such workers are feeling real pain from the recession that began in December 2007, they’re not represented in the 8.5 percent unemployment rate the Labor Department reported last week. They are part of a broader group that includes those who want a job but have stopped looking for work and those who want full-time positions but have to settle for part-time employment.

A measure of underemployment that counts those people has almost doubled over the past two years, to 15.6 percent, providing a more complete gauge of the labor market’s deterioration. Along with an historic drop in the percentage of the population who are working, and record numbers of long-term unemployed, the figures point to a permanent shift in employment patterns, said former U.S. Labor Secretary Robert Reich.

“We’re seeing many more people who are losing their connectedness to the labor force,” said Reich, who served in President Bill Clinton’s Cabinet and is now an economist at the University of California at Berkeley. “There is a profound weakening of ties to the labor market among a large portion of our working-age population.”

Job Losses

U.S. employers cut 663,000 jobs in March, bringing losses since the slump began in December 2007 to about 5.1 million, the worst in the postwar era, according to the Labor Department. Unemployment exceeds 10 percent in seven states. Michigan’s jobless rate is 12 percent, South Carolina’s is 11 percent and California’s is 10.5 percent.

Job losses in the current recession are more enduring than in previous ones, according to an April 3 research report by Credit Suisse.

    • You need to understand that the economy has limits! There is a reason people live in extreme poverty in North Korea and why India is 40% abject poverty! It isn't because people just don't believe in the economy. It is because of government negative externalities that arise from central planning and fiat currency. You can ignore our message all day but you are just like the rest, only understanding one side of the story. I can't force you to research liberty economics nor do I want to, an educated vote isn't easy so if you aren't going to do the homework please stay at home on voting day and let us fight for your grandchildren's liberties!

    • What information is misleading? Please give me an example, not all libertarians are the same just like not all democrats or republicans are the same. I am sorry if you have been in heavy contact with a fringe group and I hope that our civil liberties, economic freedom, and noninterventionism message is not associated with false information.

      You mean other than the gross simplification of the BHC amendment of 1970, virtually ignoring FDICI act of 91's interaction w/ the FIRRE Act of 89, etc.

      Some of these acts are fairly complex, their interaction w/ other regulatory entities/mechanisms are complex and do NOT simplify well.

      Some of the videos associated w/ your movement sound great until you understand the actual details. This is what I singled out the libertarian videos for.

    • I don't know if this troubled time is nearing an end. What I do know is that there is an incredible amount of simply wrong information, being passed off as fact. From the videos by the various libertarians (grossly simplifying the situation – where they have any accuracy at all) to the statements of “fear what is coming” from the neo-cons.

      What I have to ask is why exactly are they so willing to put forth so much incorrect, misleading, and false information? What do they gain from it? As far as I can tell, their actions only harm others. I just don’t understand their motivation.

    • I just want to let it be know... we are not actually in a recession per say. All thats happened is YOU are behaving link a drama crazed alarmist... resulting in frantic market behavior and leading to overall value drop. You realize that the second you start having faith in the economy again it will go back up, and once it goes up your jobs will reappear... its not like jobs have gone anywhere, the need is still there. My company has a hiring freeze, but is dramaticially understaffed. we are just "waiting" to see what happens. Besides we are on the rebound, so stop acting like the world is coming to an end and get over yourselves. Interesting note: Small business loans are wonderfully low, use your advanced college education and start a business and be proactive instead of blaming everyone else.

    • I'm part of a missing group of the unemployed, too. I am a marketing consultant who cannot find work. I technically was not "laid off" since I was not an employee of a big tech company, so there is no unemployment benefit for me. Companies have cut budgets and are not hiring services either. I'm looking for part time, full time or contract work and have lowered my expectations on pay as well as dumbed-down my qualifications to get in the door somewhere. My Master's degree and 18 years experience are meaningless when companies only want to hire interns or entry level, non-experienced people. This is very frustrating.

      Yeahhh, I find it ridiculous when they tell my father that he is OVER-qualified.... I know I would want someone overqualified if they were willing to work for what I'm willing to pay. But then again, this is the stupidity of the American work world.

    • I'm part of the underemployed. I left my job this time last year to care for my mother. Now that my mom has passed away, jobs are pretty scarce. During the week, my local paper The Cleveland Plain Dealer has less then a whole column of classifieds.

      I don't blame President Obama. This started before he became President. But, the numbers are deceiving. The underemployed extends further than they realize, or are willing to admit.

      Build co-ops with others who have "dropped off the grid".

      Home-school your kids.

      Stockpile supplies.

      Prepare to defend your property/food/water/family.

      Stay off the grid as much as possible.

      Live as long as possible.

      Land that I own I own. all in need to do is pay the taxes on it every year. I have my own wells and plenty of food supplies plus guns and ammo. Life in the country is great. The city folks will have problems. I even have my own cow and pigs now.

      There, problem solved.

      She, and millions like her, don't have a clue what is really happening in America. I don't know how to scream "fire" any louder, yet it seems like everyone just turns their heads with that same look on their face as if someone is holding a pile of shit under their nose.

      Is it time to do something? Yes. Can we "fix" this mess we're in and go back to the 80's again? No chance in hell.

      If you haven't noticed, these kabillions of dollars being passed around to huge companies and banks are not "fixing" anything, their being used to fill the lifeboats with supplies for a very select few of the super-rich elite.

      Once people like my in-laws realize the boat is sinking, there will be nothing for them to do but bitch about how the government should've done something to help.

      They did do something to help. They just did it for someone else.

    • i, for one, have been laid off on and off since november of '07. then finally got laid off for the last time in october of '08. live in elkhart, indiana, probably the worst unemployment in the country i think if i heard right. been looking for work in between obviously, but around here its all in who you know.

    • A college degree just is not what it used to be. People a graduating college and realizing their degree won't support them. Underemployment is much higher than any study I have ever seen. A better gauge is how many people are working outside the field they were trained in.

      a college degree is worth a lot, as long as you can make the most of it. unfortunately, many people graduating and entering the work force are coming in with a lot of debt to pay off from earning that degree - if we want to have skilled laborers in our workforce, we need to make higher specialized education much more affordable and accessible!

      i think to what you are referring is "cyclical unemployment." That is people are underemployed and you also get some discourage worker. they give up trying to look for a job...but i yea i agree unemployment is actually a bit higher then the actual amount. Great point thou!

      How was it said on another post.... It's a recession when your neighbor is unemployed, It's a depression when your unemployed.

      Unemployment will be minor in comparison to the upcoming Dollar Crisis.

      I've got a good bit, but how do you think people who haven't will react? America is about to loose it's mind and it's not going to be pretty. Most, I'm sure would be willing to kill for food. A huge majority has never grown food before, and many more do not even know the basics of homesteading. Sounds like a horrible situation. How well are you guys stocked up?

      No, I was talking about food. Food is key. Then I would recommend a gun, even if you are the anti-gun type. Just think about your children. When the police aren't around who is going to protect you? People will get desperate and become very aggressive. Many will resort the violence to get what they need.
