Captain’s Comments
What would happen if power and communication systems stopped working right now? I know that avid readers would sit by candlelight to finish my comments, but, what about after that?
April 9th was the day when several phone lines were cut, causing disruption across three counties and having major impact on individuals, homes and businesses. It should serve us as a reminder that we cannot rely on phone communication, including cell, texting or e-mail in a man made or natural disaster. Now would be a good time to do an assessment of home and work regarding:
• Emergency plans, including escape routes, provisions and reunification locations.
Start at home. Do you have flashlights that work around the house where you can get to them in the dark? In the event of a fire, earthquake or disaster, do you have an exit plan for various parts of your home? If you have kids or dependants, do you know how to keep them safe and know where to reunite after the initial emergency? Where do they go if you are at work and they are at school? Do you have enough food, water and cash to last a week? 72 hours used to be the standard time to prepare for, but more is better in some cases. Do you have family or neighbors with special needs who may require extra assistance to evacuate?
At Work, know your workplace emergency plans. Do not use elevators in most cases to evacuate. Do you have a flashlight and some provisions at your work station? Do you know where emergency first aid supplies are kept? At home or at work, breaking glass is a serious consideration. Consider safe areas to seek shelter at both locations.
• Back-up systems for emergency medical equipment, computers and other power based needs.
Ask professionals about back-up systems to emergency medical equipment and medications. In some cases you may need an emergency generator to go for longer periods than a back up battery can provide. Would the back up system need to be manually turned on or would they kick in at a power outage or surge? Keep important papers in a fire proof safe or better yet, off site. The same goes for back up files on your computer that you can archive on an off site hard drive.
• Provisional exit routes to doors, garages and elevators that would cease to operate with a major power failure.
Learn how things work now, rather than at the time of an emergency. Do you have a manual switch to open garage doors if the power goes out? Do you know how they operate? Look at any elevators in your building and investigate what to do if locked inside.
• Look to resources now, as you plan. Most would not be helpful, even if available, once the emergency strikes.
There are many resources to look at to help you prepare now. Look at websites for the American Red Cross, ( www.redcross.org), the San Francisco Police Department, ( www.sfgov.org/police) the San Francisco Fire Department, (www.sfgov.org/site/sfnert) the Department of Emergency Management, (www.72hours.org) and many others. Take a NERT class to get hands on training at the Fire Department’s Neighborhood Emergency Response Training.

Officer Tiumalu and Ritter were on routine patrol when they made a traffic stop at Broadway/ Powell for a mechanical violation. Officer Tiumalu approached the driver’s side of the vehicle and smelled an odor of marijuana coming from the vehicle. The driver admitted he had marijuana in his pocket. A cable check showed the driver had an outstanding probation violation warrant for his arrest. The suspect was placed in custody. A check of the vehicle prior to the tow, the officers located other narcotics and paraphernalia. The suspect was booked at Central Station the warrant and sales of Marijuana.

Officer Ritter and Tiumalu responded to 412 Broadway on a report of a shooting. Upon their arrival, there were two gun shot victims. The victim stated a dark colored vehicle drove past then and started shooting. The victim thinks he knows who shot them. The case is being investigated.4/9/09 0445 hrs. Taylor / Pine Robbery / Force

Officer Sullivan and Nielsen responded to 900 Hyde St on a report of a robbery. The victim stated he was walking at Taylor / Pine when the suspect approached him, punched him in the chest and said ‘give me all you got’. The victim gave him his cell phone, but the suspect struck the victim again on the back of the head with a hard object. The suspect then took his wallet and other items. The officer searched the area with negative results.4/9/09 1751 hrs. Geary/ Hyde Marijuana, Sales

Officer Bushnell, Perez and Seavey were working plainclothes in the area of Geary/ Hyde Sts. While talking to two subjects on the corner, a cable check showed one was on probation and the other had a outstanding warrant for his arrest. A search of the suspect incident to arrest, the officers located several bags of marijuana and fourteen empty baggies. The officers booked the suspect at Central Station for Sales of Marijuana and a outstanding warrant. The other suspect was cited and released for possession of narcotics paraphernalia.4/10/09 0050 hrs. 1232 Grant St Cocaine Offense

Officer Bushnell and Seavey were working plainclothes. Officer Seavey walked in a bar and observed a man snorting cocaine right on the bar counter top. The suspect was arrested. The remaining cocaine was found in his pocket. The suspect was booked at Central Station. A follow up of this offense will be made with the management of the bar as well.4/10/09 1728 hrs. Officer Costello, Richins, Du, and Patterson responded to Pier 39 to a call of a fight in progress. Upon arrival, Officer Patterson and Du separated the parties involved. Officer Richins and Costello arrived to assist. The victim stated he asked the suspect not to exit out the rear emergency doors and when he attempted to stop him, the suspect punched him. Two other store employees intervened and one of them was also punched by the suspect.The victims signed a citizen’s arrest form and Officer Costello took custody of the suspect, who was a juvenile. Lt Pate responded to the scene to translate for the victim who spoke Spanish. The juvenile was cited to his mother at Central Station.
On 4/11/09 at 6:15 PM on the 1800 block of Leavenworth, Officers Bob Duffield and Shugars made an arrest of a Hot Prowl Burglar. That is a burglary that is committed when there is an occupant present. The suspect broke a window and entered an apartment when the 72 year old woman resident called police. The case is also investigated as a possible connection to a similar burglary in the immediate area.

Officer Doherty and Skaug responded 335 Powell St on a report of a kidnapping. The officers went to the room and located the victim. The suspects were not present at the time. After speaking to the victim, a description of the suspects and vehicle were given out. The suspect was located a few blocks away in his vehicle. An arrest was made and a loaded firearm was recovered in the vehicle. Several officers were involved in the investigation. This was an example of great work and coordination of several officers involved in this arrest.4/6/09 2220 hrs 595 Geary St Cocaine for Sale

Officer Seavey, Bushnell, Lozano and Tapang were conducting an investigation of drug sales in the area of Geary Taylor Sts. Officer Lozano, who was working undercover, made a purchase of crack cocaine from a subject on the corner. The other officers moved in after the sale and made an arrest. Officer Lozano made another purchase of cocaine from another suspect two blocks away. That suspect was also detained. The suspects were booked for sales of cocaine to a police officer. Officer On responded to 1300 Stockton on a report of Malicious Mischief. The victim stated the suspect broke one of his windows. The victim made a citizen’s arrest and the suspect was cited.4/7/09 1530 hrs 325 Columbus Robbery Att

Officer Lee and White responded to 325 Columbus on a report of an attempted robbery. The victim stated a Hispanic male and female tried to rob him. The victim ran into his work place and called the police. Area was searched, suspect’s fled the scene.4/7/09 2100 hrs. 3250 Van Ness Burglary

Officer Garay and Perez responded to 3250 Van Ness Av on a report of a burglary. They were met by the reportee who stated he heard a large crash, went to look and saw a black male running from the store. He saw the window was broken and called the police.
After the officers obtained a description of the suspect, they searched the area and located the suspect hiding in some bushes.
The suspect was taken into custody without incident. The suspect was booked at Central Station for 2nd degree Burglary.4/7/09 0100 hrs. Francisco / Worden Burglary / Vehicle

Officer Magnus Chow was sent to 306 Francisco on a report of an auto burglary. Upon his arrival, he saw two men fighting in the street. After separating the subjects, it was determined the victim was trying to detain the suspect for breaking in his car. The suspect was arrested and booked a Central Station for Auto Burglary and Probation Violation.

Officer Cummings and Murphy were on routine patrol, While driving on Grant Ave, they noticed a while male standing on the hood of a silver Honda with only a shirt on. The subject appeared to be under the influence of alcohol. He was incoherent and his speech was slurred. The officer detained the subject for being under the influence of alcohol. The suspect was booked at County Jail.

Telephone Extortion Scam
To date, we have received reports of dozen’s of phone call extortion attempts in the district over the past weeks. In each incident, between 10 AM and Noon, a male caller described as sounding ‘Asian with a raspy voice’ who makes a random call to the victim, saying that they will kidnap a family member unless the victim sends an amount of cash to a specified overseas location. We encourage reporting and specific details of similar calls in our efforts to investigate and put an end to the calls. Try caller id or immediately call your phone provider immediately after such a call and explain the need to obtain the number that just dialed your phone. There has been no merit to any validity in any of the threats made.
Graffiti vandals have scarred North Beach and Chinatown of late. Please call 911 if you see acts of graffiti or other vandalism in progress. Use 311 to report the mess to get it cleaned up asap. There is a reward for information leading to the arrest and conviction of graffiti vandals of up to $250.Zero Graffiti for a Beautiful City! Save the date: 4/23/09 at 3 PM

==================================We have been fortunate to have the Traffic Company Solo Motorcycle Crime Reduction Unit on hand to help deal with traffic related problems associated with the area. These officers do a great job of keeping traffic flowing and reduce the likelihood of street “Side Shows” “cruising” and vehicle to vehicle altercations. They provide a presence on the Broadway Corridor as well as on ancillary streets in the immediate neighborhood.
If you notice, a majority of the problems and arrests occur after midnight and continue up to 3 AM.SAFE stands for Safety Awareness For Everyone and it is a valuable crime prevention organization. Grab and Run Shoplifters have been active of late, especially near our retail areas of the district. Plainclothes officers have made good arrests at locations where patterns of the thefts have occurred. Merchants can help yourselves by being alert, greeting patrons and by checking out the SAFE website for tips on loss prevention. SAFE can also do a security survey and report on businesses and homes.
