Despite the fact that it purportedly deals with “illicit manufacturing and trafficking,” GOA is convinced that this convention defines these terms much more broadly and potentially presents serious dangers to Americans lawfully exercising their Second Amendment rights.
PURPOSES AND DEFINITIONS
Although the word “illicit” is used extensively in order to make the convention sound less anti-gun than it actually is, we need to look very carefully at the purposes and definitions to see whether it is, in fact, limited in scope to persons illegally moving guns across borders in order to arm violent criminal cartels:
The seventh precatory clause “STRESS[ES] the need, in peace processes and post-conflict situations, to achieve effective control of firearms, ammunition, explosives, and other related materials in order to prevent their entry into the illicit market;” -- thereby endorsing comprehensive gun and ammunition control, in violation of McClure-Volkmer (which deregulated ammunition) and of the Second Amendment to the Constitution.
Furthermore, the tenth precatory clause supports a “know-your-customer policy for dealers [in firearms]” -- something which would rapidly lead to an abolition of firearms in a country as large and transient as the United States.
And the twelfth precatory clause acknowledges the rights of parties to enact their own gun laws, but only with respect to aspects of a “wholly domestic character.”
We have seen, as recently as the April 15 New York Times, how battles with the Mexican drug cartels have been fanned into an issue which is being used to justify the passage of every major gun control initiative in modern American history.
We see how these “slippery slope” findings are actually implemented when we look at the definitions:
“Illicit manufacturing” of firearms is defined as “assembly of firearms [or] ammunition... without a license...”
Hence, reloading ammunition -- or putting together a lawful firearm from a kit -- is clearly “illicit manufacturing.” Modifying a firearm in any way would surely be “illicit manufacturing.” And, while it would be a stretch, assembling a firearm after cleaning it could, in any plain reading of the words, come within the screwy definition of “illicit manufacturing.”

I know- that barber in Louisiana that cuts my hair on occasion should be thrown in jail for reloading his own ammo, and actually keeping the stuff to do it in a small back room!! kennymotown, "assault" rifles and hunting rifles are the same thing. Why can't we enforce gun laws that go after the crooks, rather than those who jump through hoops to legally own and carry? I guess Heller vs. D.C. doesn't mean anything to you.....This proves just how out of touch Our Beloved Leader is, and shows his Marxist elitist roots- combining crooked Chicago politics with Marxism.

one more thing. think about it if everyone or at least ninty percent of law abiding citizens carried a gun, the average criminal would definatly think twice before trying to rob a bank, liquer strore, convience store etc. I know i would its called, M.A.D. mutually assured distruction

Im with my boy kennymotown totally! I dont know of any store that sells fully automatic rifles. And a thubs up to Artemis6! Beware the media spin! lol. And sorry pshot followin politicians with blind faith is what got us in our current perdicament. Now back to point, I believe that taking guns away and or limiting ammo to the common law abiding registered gun owner is a set up for disaster. The ppl who shouldnt have guns are going to get them anyway there is now way to abbolish all guns in the world!

This guy never surprises me. Americans reloading ammo is not there reason the crazy ass cartels have ammo. I am telling you this guy in the next two years is going to try hard to take away the second amendment. It was put in place so Americans not Mexicans could fight back against a repressive government,which we are heading for. He has got to quit blaming Americans for everything from Mexico to Europe. Quit kissing everyones ass and stand up for your own people. The cartels have guns you can't buy in stores. What guns they are getting from across the border are being smuggled by illegals back to Mexico

one can't just ignore the fact, as did this article's author, that the bill does, actually, extensively state its intent is to curb the trade ILLICIT arms and ammo.
you can't always count on what a politician says, but what you can trust is his writing, as it can be legally bound.
thus, if the bill specifically, in writing, refers to illicit arms and ammo, then cases could be presented to courts to prevent improper use.

I have a fascination with explosives because my father was a Nuclear Weapon Tech for the US Army during the Cold War and they are fun, although I did spend 20 years as the assistant to one of the top gunsmiths on the east coast, my grandfather. He does work for the FBI, ATFE, SBI, SWAT, and all local law enforcement. There is a 6 month waiting list for him to work on a weapon.And for your information not that it is any of your business to start with, I don't even have a gun in this house, nor have I ever hunted.
Knowledge is our only true defense.

One more thing....Although I inherit the gunshop for my years of hard work, I am not taking over the family business like my grandfather wanted. I have a much deeper fascination with computers and as anyone who has been a victim of Identity theft can tell you that a computer can be a lot more dangerous in a criminal hands then a gun. I once legally turn a computer against a woman from 1000 miles away because her husband in Iraq at the time thought she was cheating. The computer recorded any movement in front of the web cam and recorded all audio in the house, then e-mailed it out to me and her husband. When I clean up the audio I could hear the trucks passing the highway in front of the house. I recorded her and the 15 year old neighbor getting it on in the living room. She lost her daughter because of that.
