Captain’s Comments
Violent crime is serious. It is our number one priority in response and prevention. Reports are reviewed each day and each month a CompStat presentation is done to check for crime patterns and series. Crime Maps are generated to get a visual view of crime within the district. Recently after a few high profile robbery cases, the community and media have been calling to inquire about the “rash” or “spike” or “increase” in violent crime within the Central District. Union Square was of particular concern recently because of two high profile robbery cases. I was assured by our Robbery Detail that there were certainly no “take over style” robberies within the district or elsewhere in the City for that matter. I did my own Crime Map search and found that we have had 2 to 3 robberies each month in the Union Square area since January. Robbery is defined as the taking, by force or fear, the property of one by another. Sometimes it can be the often-thought of suspect on victim robbery. It can be with a weapon or simply by force or threat of force. It can be someone snatching a purse, shopping bag, cell phone or MP3 player. It can also be called a robbery when a shoplifter is confronted and uses force to escape.
My point is that there is no recent rash, spike or increase in robberies in the area. I am certainly not minimizing the seriousness or trauma experienced by a victim in the commission of this most personal crime. This newsletter is a crime prevention tool to keep you informed and to give more situational awareness in order for you to “arm yourself with knowledge.” It is not intended to frighten anyone or to sensationalize crime. If you learn anything at all about personal safety, what to look out for or how to report a crime, then we have done our job on the prevention side of crime. Telephone Extortion Scam
===================
To date, we have received reports of dozen’s of phone call extortion attempts in the district over the past weeks. In each incident, between 10 AM and Noon, a male caller described as sounding ‘Asian with a raspy voice’ who makes a random call to the victim, saying that they will kidnap a family member unless the victim sends an amount of cash to a specified overseas location. We encourage reporting and specific details of similar calls in our efforts to investigate and put an end to the calls. Try caller id or immediately call your phone provider immediately after such a call and explain the need to obtain the number that just dialed your phone. There has been no merit to any validity in any of the threats made.
Graffiti vandals have scarred North Beach and Chinatown of late. Please call 911 if you see acts of graffiti or other vandalism in progress. Use 311 to report the mess to get it cleaned up asap. There is a reward for information leading to the arrest and conviction of graffiti vandals of up to $250.

5/8/09 at 4:30 PM- Kearny/Bay Street- Burglary of Vehicle Arrest
Plainclothes Officers Paul Doherty and Nico Discenza conducted auto boost surveillance and observed a suspect casing several vehicles, breaking into some of them. The suspect was arrested and charged with three counts of auto burglary. The 46 year old Hispanic male from Oakland was using his own vehicle to work from. Tools were taken from him and booked into evidence in the crimes.5/8/09 Narcotics arrests10 PM- Midnight Geary/Jones Buy/Bust Operations
Undercover officers Angel Lozano, Eric Tapang, Matt Sullivan and Sgt. Mark Hernandez made two arrests in the area of Geary and Jones and Taylor. Three individuals from Oakland were arrested in 2 separate cases for sales of suspected rock cocaine to undercover officers. Earlier that day, at 3:30 PM, Beat Officer Tom Cunnane cited one of the individuals for carrying a concealed knife and crack pipe.5/8/09 at midnight Vallejo/Grant - Meth/Marijuana Arrest
A 22 year old smoking marijuana and loitering was stopped by Officer Michael Bushnell and determined to be in possession of marijuana, methamphetamine and suspected ecstasy.5/9/09 Bay/Taylor 3:30 AM -Shooting
A 19 year old from SF was shot in the buttocks after an argument with three other individuals. The Gang Task Force is handling the investigation.5/10/09 at 12:30 AM 100 Jefferson Graffiti Arrest made
Three individuals were detained for spray painting several surfaces in the area. Officers recovered from backpacks, printed paper graffiti tags with “Crazy” on them, 2 cans of spray paint, shoe polish and permanent markers.5/11/09 at 4:40 AM 700 block of Jackson Street- Parole Warrant Arrest
While responding to the arson of two vehicles nearby on Commercial Alley, Sgt. Mark Hernandez stopped a 29 year old Hispanic male riding a bicycle in the dark. The individual was found to be in possession of Burglar tools and was on active Parole.SAFE stands for Safety Awareness For Everyone and it is a valuable crime prevention organization. Grab and Run Shoplifters have been active of late, especially near our retail areas of the district. Plainclothes officers have made good arrests at locations where patterns of the thefts have occurred. Merchants can help yourselves by being alert, greeting patrons and by checking out the SAFE website for tips on loss prevention. SAFE can also do a security survey and report on businesses and homes. We have been fortunate to have the Traffic Company Solo Motorcycle Violence Reduction Unit on hand to help deal with traffic related problems associated with the area. These officers do a great job of keeping traffic flowing and reduce the likelihood of street “Side Shows” “cruising” and vehicle to vehicle altercations. They provide a presence on the Broadway Corridor as well as on ancillary streets in the immediate neighborhood. If you notice, a majority of the problems and arrests occur after midnight and continue up to 3 AM.
Solo Motorcycle Officer Chuck Simpson made an outstanding arrest on 5/10/09 at 1:30 AM at Sansome and Sutter after he heard a broadcast of an armed robbery occurred at Montgomery and Sacramento Streets. Officer Simpson stopped the two individuals and recovered a handgun that one attempted to discard behind a wall.

5/5/09 at 6:42 AM on the 2200 block of Hyde Street- Auto Burglary
Officers Ben Santana and Matt Fambrini responded to the area on an auto boost in progress. Officer Ben Manning was first on scene and detained a suspect, later identified as the violator, a 34 year old white male with an address within the district. The suspect was identified by witnesses and was found to be on active probation.5/5/09 at 11:45 PM at Broadway and Montgomery-Narcotics
Plainclothes Officers EricTapang and Angel Lozano observed a suspect with no local address lurking in the area. The suspect looked at the distinctive “undercover” police car, (just like the marked police cars, except with a different paint job, sans SFPD Star on the doors), and wrapped suspected crack cocaine in a napkin and threw it to the ground. The suspect was arrested and booked for possession of crack cocaine.5/6/09 at 1:48 AM at Broadway and Columbus-Prostitution
Sergeant Arlin Vanderbilt, an expert on prostitution observed three teenage suspected prostitutes loitering in the area of several adult entertainment venues. All three were detained and found to hold trappings related to prostitution. One 16 year old was identified and released to paramedics when found to have a medical need. The others were detained and released to adult relatives and Child Protective Services were notified.5/6/09 at 1 PM, Lower Nob Hill Area- Sexual Battery
A woman was assaulted by a 25 year old black male described as 6’3” and 220 pounds wearing a black hooded sweatshirt and grey pants. After the woman made a police report, a subsequent call indicated that the suspect was seen the very next day lurking in the same area. Officers responded and located the suspect, found to be on active parole. The suspect was booked on the sexual assault and parole violation.5/7/09 at midnight at Clay and Kearny Street- Felony Graffiti
Officers John Murphy and Amanda Cordoba responded to the area on extensive graffiti and vandalism done by several suspects. As they arrived, the Officers observed three young men in late teens and early 20’s walking away. One had a spray can sticking out of a pocket. Three men were detained and found responsible for extensive damage to the area. Seven cans of spray paint and other items were recovered. A witness responded and confirmed to the officers that they had the correct suspects in custody.5/8/09 at 2 AM on the 400 block of Broadway-Aggravated Assault/Possession of Controlled Substance
Sergeant Ed Anzore observed a large crowd shouting and mobbing near the street. He observed a 23 year old male stunned on his knees in the street and observed another 23 year old male walk up and kick him in the face. The sergeant and officers took the suspect into custody and provided medical aid for the victim, who was cut and bleeding from the face and mouth. The suspect, an employee of a premise on the street was found at booking to be in possession of several pills, including suspected ecstasy. - 2 years ago
