The 14 year old boy wore the kilt twice in the past two weeks as a prop for an art project. Jessop told the boy that the outfit could be the seen as cross-dressing.
How did this guy become the head of an educational facility?

Now this is ridiculous. Kilts are traditionally worn by men of many nationalities including Scots, Irish and Welsh.
Now because a kilt resembles a skirt it is classed as cross dressing on that basis all females should be made to wear skirts since trousers are traditionally a male garment. Now that would be stupid - fashions change, materials change and it is idiotic to discriminate based on the supposed gendering of clothes.

Kilts are Scottish menswear. In fact if a woman were to wear a kilt, THAT would be crossdressing. multi-cultural tolerance, anyone?

what difference would it make if he was crossdressing?

The school head must think Scotland is full of crossdressers then...
William Wallace, Scottish freedom fighter and hammer of the English = Crossdresser
I think Mr. Jessop needs to go back to school.

I know kilts are for men, but what if this 14 year old wanted to cross dress? He should be aloud to.

Hmmm.....well.....uh....Scottish kilts are OK, but as a "prop for an art project."? Well, did he wear it during the art project, or walk around in it all day? If he was strutting his "Scottish Pride" that would be okay, I s'pose.
