If you don't deal with deforestation this will simply be a balance, and may even keep us in the red. Cars are not the only source of Co2 emissions. Clearing land to make ethanol is also a contributor besides plowing down trees to build malls and cutting down old growth forests to make a quick buck. You can't just cover one end of the equation if you want real results, and actually, this may not be enough of an increase in CAFE standards to do much of anything since the current climate bill virtually gives industry a free ride in pollution credits. Seeking other ways as well that are not expensive to consumers in this economy and that can be undertaken right now is what we need. Planting America is one of those ways.

progress takes time. they're probably giving the companies time to come up with the technology and make the switch. if they did it too quickly then it could potentially hurt the economy. The prices of vehicles would go up too quickly and people wouldnt be able to afford the cars, so on so forth. Im sure you can see the trend that would happen if car companies were suddenly forced to do a total rehaul of everything and then most people wouldnt be able to afford to drive.
