U.S. to rely more on scientists for air rules: EPA

The U.S. government will reverse a Bush administration policy and increase the role of scientists in setting air standards for criteria pollutants harmful to human health, Lisa Jackson, the administrator of the Environmental Protection Agency, said on Thursday.

Jackson said the EPA will reinstate the role of a policy document called a "staff paper" written by agency scientists that contains analyses of options for the administrator to consider when setting air standards.

The Bush administration had replaced the staff paper process with a notice of proposed rule-making outlining options for air rules in the Federal Register, which environmentalists had long complained increased the role of political appointees early in the decision-making process.

"These changes will help us bring a greater rigor and openness to our standard-setting process and improve the scientific basis for our standards," Jackson said in a release.

    • Also, if Bush recognized the policies that were in place prior to his presidency as effective, why would he need to do anything to correct them? The policies that he inherited were obviously successful as the EPA numbers indicate, so if it's not broke, why fix it?

    • You've repeatedly pointed out that Bush did nothing in the way of environmental policy during his presidency...yet this move by Obama is a celebration of a reversal on Bush policy. How do you explain that? Did Obama just reverse a Bush policy that Bush never put into place? I don't need to argue your statements with facts, you make yourself look foolish enough as it is.

      sigh, ok i'll explain. bush slashed environmental policies. the EPA under bush became a corrupt shell. the article is noting that political hackery took over. which is what obama is changing and if you actually care to LOOK AT HIS RECORD you'll see he signed policies that were actually detrimental to the environment. if you look at my links you'll note that many states went against the EPA for trying to limit their attempts to control pollution. in affect, we are lucky that the general population has been led to support pollution control by people like Al Gore because it's the states that led the environmental charge over the past 8 years going against the federal gov and bush.

      JUST LOOK AT HIS RECORD and many you'll understand. maybe not. i think i've made my point about as well as i can.

      maybe you missed the address i made to the actual article. nowhere in it does it mention ANY policies bush implemented to affect the environment in a positive manner. the link I posted specifically focuses on his actions in office. stop being stupid and address the issue. Bush did NOTHING on the environment and he has a record to prove it. thus, you making the claim that he should be given credit for something he didn't do is ...whats the word...retarded. (psss. the way to argue against this would be to post something regarding pro-environmental policies he implemented) .i also addressed the reliability of data from the EPA regarding the evidence of corruption from oil company contributions which you failed to address. huh, how about that, you ignored the facts.

      and for the record, if the data is accurate that is friggin awesome. my point is that trying to claim it's bush's doing is flat out a lie. I mean like, not even slightly factual, zip zero zilch, you're pants are indeed on fire. in fact, if anyone is responsible it would be the same independent, non-partisan, non-profits whose tireless efforts both in DC and in the field have made the difference. the same non-profits you spit on. good for you.

Did you forget that under Bush the EPA actually tried to restrict states rights to limit their own CO2 emissions? yea, totally reliable. so in effect, you are now arguing for the feds (all hail the "god/king" eh??) and I'm arguing for the states. delicious irony.

      er, i guess i should mention the reason i'm so passionate about this is that I actually worked for a non-profit in college (appvoices) and anyone who's actually worked in the environmental field knows bush was pretty darn ridiculous when it came to the environment.

      only a real idiot would argue that he worked to improve the environment.

      Sorry for posting facts published by Steven Hayward...from now on, I only post from credible scientists with knowledge of environmental issues...say, like Al Gore.

      Hayward used EPA data in his report. The same information can be found here if it makes it more believable: http://www.epa.gov/air/airtrends/

      And posting links from an environmental activism blog, like NRDC, that spew anti-conservative propoganda does little to convince me of anything other than Bush-smearing at it's finest. So you read into "research with a spin", I'll continue reading the information posted by our own government.

      specifically addressing the EPA information at their website, the graphs indicate a steady reductions in almost or all pollutants from the 1980's straight through to the end Bush.

He is not a scientist, he is a lobbyist. a very successful lobbyist but that just means he bluffs well. andit just so happens that he does his "research" for the far right neo-conservative think tank, American Enterprise Institute bringing such notable wins as Bush. Well done.

      Please also remember that The American Enterprise Institute and Pacific Research Institute are both heavily funded by oil billionaires Koch Industries, and Richard Mellon Scaife (Gulf Oil).       If you really want to see a list of Bush's environmental "accomplishments" you can view them here. I'm not arguing that progress on environmental issues wasn't made under the Bush era, but i am full throatedly arguing that it wasn't a result of any Bush policies. In fact, the name Bush only comes up 4 times in the article you provided. And nowhere is there any mention of policies Bush introduced to get these claimed results (or if so i missed them). This would seem to indicate that the Bush administration had NOTHING WHATSOEVER TO DO WITH IMPROVING THE ENVIRONMENT. So, without implementing any policies, Bush just magically improved the environment? Who's making the "God/king" claim now?

      honestly, i can't believe you would try and argue bush was an environmentalist. that's like arguing christ was a christian (by which i mean some people might...but only cause they're stupid)

    • Just because it was a "Bush policy" doesn't mean it wasn't effective. It's obvious the commentors on this site struggle with understanding what is really happening...instead they see the headline "reversal of Bush policy" and get excited for the subsequent change.

      This link shows how the air quality actually improved during the Bush years. You can also see how US cities rank with other major cities in the world with certain air quality statistics. It is a private party interpretation of EPA data. Read it and judge for yourself.

      So Al Gore is now a reliable, scientific source for enviromental research? If he cares so much about the environment, why did it take him so long to make his energy whore of a house more energy efficient? Bush had a much more energy efficient home long before Gore did...yet Gore was the one trying to seel Americans on all this "energy consumption killing the planet" BS. He's like the Tim Geithner of the environmental world..."Do as I say, not as I do." He doesn't care about the environment like he claims. He's a politician. He couldn't win his argument in the scientific world, so he took it political. If Obama really cared about the environment too, would he have flown from Washington DC to Iowa on Earth Day just to give a speech on nothing else but energy consumption? Liberal hypocrisy at it's finest.

      But I did notice that the air was a little fresher outside today. I guess that stroke of a pen really did fix it all. Hooray, the problem is solved!!!
