PM Harper sees no threat to Canadian tar sands from US climate bill

He says he is "comfortable" with it. I wonder why? So let me get this straight: the Congress is going to try to pass this bill with only a 17% reduction in emissions by 2020 thinking that the remaining 66% will be made up in almost the same amount of time left, while still supporting the CO2 intensive, environmentally devastating Alberta tar sands project? Just how naive do politicians really think we are? How is it even possible to allow these tar sands to continue in Alberta and tout that US carbon emissions will go down to an adequate level necessary to avoid a tipping point?
