    • Reading the Fine Print in the Health Care Bill
July 31, 2009 by Phyllis Schlafly
The House Democrats' health care bill is entitled "America's Affordable Health Choices Act of 2009." No clue is given as to how long we will have a choice, but it will probably be only until the "public option" chases private insurance out of business.

The bill's subtitle states its purpose as health care for everyone, reducing "the growth in health care spending," "and for other purposes." Note that the goal is not to reduce spending but only the "growth" in spending, and we need to worry about the "other purposes" that will be added by the bureaucrats' regulations.

The bill states that health-care benefits require "shared responsibility among workers, employers, and the government." That means the government will force all taxpayers to pay for health care for millions of people who don't now buy insurance because they don't need it, or because insurance doesn't cover what they do need. (p.5)

The bill states that the government will investigate "self-insured employers not being able to pay obligations. " Government agents will audit and then harass small business owners to force them to pay for insurance they cannot afford. (p.22)

The bill provides for optional "nurse home visitation services" without specifying who has power to exercise the option. Among the various purposes listed are "increasing birth intervals between pregnancies" (this reminds us of China's policies to reduce childbirth by married couples), reducing "child abuse, neglect, and injury" (giving more authority to the already too powerful Child Protective Services), and promoting school readiness (will homeschooling be scorned?). (p.768)

The bill covers family planning. Those are well-known code words for taxpayer-funded contraception and abortion, and will impose mandatory coverage of abortion on demand in all health plans. (p.772)

The bill provides for "culturally and linguistically appropriate communication and health services," and "shall give priority to applicants that have developed partnerships with community organizations or with agencies with experience in language access." This opens up plenty of funding for health and translation services for illegal aliens. (pp.405 & 407)

Title II of the bill creates a "Health Insurance Exchange," pretending to be a marketplace for health insurance plans. Of course, so long as the "public option" is subsidized by the taxpayers, it can always undersell private plans. (p.72)

The government will specify the health benefits that must be included in any plan participating in the Health Insurance Exchange. If all private plans must include all government-specifie d benefits (which will surely include benefits unwanted by many people and will inevitably drive up costs), whatever happened to choice? (p.84)

Anyone who does not enroll in an Exchange-participat ing plan will be "automatically enrolled under Medicaid." The government will thus use force to achieve its goal of universal coverage. (p.102)

Employers will be subjected to a play-or-pay mandate. Those who do not provide health insurance to their employees must give the government a "contribution" equal to 8 percent of average wages paid. (p.149)

Seniors must submit to "advance care planning consultation" (a.k.a. end-of-life discussions) every five years, or more often if there is "a significant change in the health condition of the individual, including diagnosis of a chronic, progressive, life-limiting disease, a life-threatening or terminal diagnosis or life-threatening injury." Will these consultants advise seniors to hurry up and die because they are costing too much money? (pp.425 & 429)

Government bureaucrats will conduct "Comparative Effectiveness Research" to decide the effectiveness of treatments and drugs. That is the exotic label for rationing and, as House Appropriations Chairman David Obey (D-WI) ad

    • what a load o crap.
      No Discrimination for Pre-Existing Conditions
Insurance companies will be prohibited from refusing you coverage because of your medical history. ---yeh now it will be the gubmint denying you care.

No Exorbitant Out-of-Pocket Expenses, Deductibles or Co-Pays ---- yeh the exorbitant cost will come thru it's toll on the economy as small businesses and and corps foot the bill.

Insurance companies will have to abide by yearly caps on how much they can charge for out-of-pocket expenses. -- yeh this will cause them to get out of the business, except for the couple that are teamed with the gubmint in this fascism.

No Dropping of Coverage for Seriously Ill -- yeh the gubmint will cover the cost of a doctor to help you kill yourself.

No Gender Discrimination -- yeh now the discrimination will be against the elderly who wont be deemed worthy of treatment.

Insurannsurance companies will be prevented from placing annual or lifetime caps on the coverage you receive. -- the gubmint has reserved this right for themselves and have it written in the bill.

Guaranteed Insurance Renewal --- there will be no place else to go.

    • HR 676 would institute a single payer health care system by expanding a
greatly improved Medicare system to everyone residing in the U. S.

HR 676 would cover every person for all necessary medical care including
prescription drugs, hospital, surgical, outpatient services, primary and
preventive care, emergency services, dental, mental health, home health,
physical therapy, rehabilitation (including for substance abuse), vision
care, hearing services including hearing aids, chiropractic, durable
medical equipment, palliative care, and long term care.

HR 676 ends deductibles and co-payments. HR 676 would save hundreds of
billions annually by eliminating the high overhead and profits of the
private health insurance industry and HMOs.

In the current Congress, HR 676 has 85 co-sponsors in addition to Conyers.
Vermont Senator Bernie Sanders has introduced SB 703, a single payer bill
      in the Senate.

HR 676 has been endorsed by 555 union organizations in 49 states including
130 Central Labor Councils and Area Labor Federations and 39 state
AFL-CIO's (KY, PA, CT, OH, DE, ND, WA, SC, WY, VT, FL, WI, WV, SD, NC, MO,

LOL mac --- you bought the propaganda of the left.
12 million of your "50million" happen to be illegal aliens.
another few million are millionaires who pay for their own medicare and don't need healthcare insurance.
And yet another few million are young people who don't wanna buy it because they feel invincible.
And yet another few million are people who are between jobs and dont have healthcare insurance (at the moment).
This is what progressive do -- they bring out an endless parade of "crisis" to dupe or scare the american people into letting them take over and grab more power for the federal govnment.
Unfortunatly many people like yourself are gullible and believe their bunk and will readily hand over their freedom and individual choice to a bunch of corrupt beauracrats. Do you really want these people telling you wheather or not you can receive life saving medical care? WISE UP!

You are so right montesooma Mac knows nothing about our healthcare or any other countries for that matter. i can't even debate who ever he/she is. What a drone.
A government run Healthcare system is not the answer, any and everything the federal government gets involved in is flawed big time, costs way to much money ( oh, by the way we don't have the money)and gets tied up in so much beauracracy and red tape that NO one and even the writers of the plan can figure out anything it says...Perhaps you want this healthcare because you feel it is the governments responsiblity to take care of you, that is just what they are hoping for, the more dependant the people are on the government the more control the government has on everyones' personal lives. I personally want less intrusion by the government and my medical records are between me and my physician, they can BUTT out.
And I would just like to add that when President Obama, "lovely" wife Michelle, two daughters and Mother Ribinson sign up for HR3200, as their only insurance, why do they cram this ration of feces down our throats?

    • rockgoods:

Mac-We do not use free-market healthcare, where have you been? The healthcare system is being dragged down by decades of government-imposed mandates, wasteful bureaucracy, and massive distortions in the US tax code that punish self-employed and low-income workers. This might be hard for a liberal drone like yourself to understand but here goes...We can reduce costs and improve the quality of care by increasing competition. We can do it through tax cuts, not tax hikes. We can do it by empowering patients and their doctors, not government bureaucrats. Instead of being more like Europe, we need to be more like America.

America has the best medical care in the world. People come here from around the world to take advantage of our path-breaking medicine and state-of-the-art treatments.

If millions of people go into the marketplace looking for less expensive health insurance, it will drive the insurance companies to create less expensive products that meet individual needs instead of government mandates. Americans should have the option to buy health insurance similar to their auto insurance -- covering major costs while leaving decisions about minor expenses to the consumer -- while those happy with their current coverage can keep it.

Empowering people with real choice will improve markets and lower premiums. Expanded tax-free Health Savings Accounts could be used for insurance premiums, deductibles, and other expenses. With more flexibility and individual control, Health Savings Accounts can become a major source of tax-free savings and security for America's middle class. As savings are created and there are reductions in the cost of health insurance, we will develop a new health insurance credit for low-income individuals and families so they can purchase private insurance tailored to their needs. We need to empower individuals, not the government. States should be empowered to meet benchmarks regarding the affordability of insurance options and the availability of preventive care. The result will be a healthcare system focused on wellness, not just sickness. And if a state insists on expensive mandates that keep healthcare options unaffordable, we will open the state insurance market up to interstate commerce so their citizens can shop for insurance options in other states. The future of America's healthcare system lies in free-market solutions, not socialist models. We can increase individual choice and decrease costs by increasing competition, encouraging innovation while always compassionately caring for people in need. That's the American way to reform healthcare.

An unhealthy nation HAS NOTHING TO DO WITH ITS HEALTHCARE. Do you think America's reputation as the fattest, laziest, most fast food dependent nation in the world has something to do with the rankings? Being unhealthy is far different from having lackluster medical care. Go spin your propoganda somewhere else.

Besides, if Canada or France has it so much better, why hasn't there been an immigration movement from the US to obtain this wonderful healthcare you liberal loons preach about? Oh by the way, look where Canada ranks on your little list.

What about the fact that America is fat and unhealthy on our own...not because of our healthcare system? Can you answer that, or only the questions for which you can skew any information to prove your point?

Our unhealthiness is not a result of our healthcare system, and you know it. It's a result of our lifestyles. You know, our reputation as a fat, fast food loving, lazy nation.

For one...your data is almost 10 years old. For two...if all these countries have such superior health care, why don't you go there? Why must to Democrats completely overhaul a system that works for 80% of the population, and use taxpayer money to satisfy the wants of the other 20%...most of which don't even pay taxes? Who gave the government the power to overtake healthcare at the expense of taxpayers?

all the time and we have not change
      anything the past 10 years
so it's safe to we are not number one now
and if it works for 80% then why do 76%
of ameracans want a public option
unless we should tell 76% of ameracans to
      move to other countrys
if the health care in every other country is so horrible then why don't you go to those countrys and see for your self and ameracans say they are willing to pay more taxs
for cheaper health care and if the Republicans in senate
and congresses don't like goverment run health care
maybe we get rid of the health care plan that they get from
the goverment and the VA is a goverment run health care
plan should we get rid of that to or end medacad and medacare and some people say it will cost to much

Your statement is so loaded with made up statistics and propoganda that it's not even worth my response.

But I will make this point...If the healthcare plan is such an overwhelming "want" of so many Americans, why are the Democrats (who don't need a single vote from Republicans to push their nightmare of a plan through) having so much trouble getting the job done? You say 76% want a public option...but I'd bet that 70% don't know what public option means other than "free health care for all." Obama has admitted himself he hasn't read the bill, so he doesn't even know what's in the plan he's trying to sell to Americans. Doesn't that make you feel the least bit uncomfortable?

You don't think it's free healthcare? Are you blind? Open your freaking eyes and see that this whole program is aimed at those who don't have or can't afford health care. Can we assume that a majority of these people are in the lower income categories? This will be funded entirely by taxpayers. That said, 40% of working Americans don't even pay federal income taxes because of their income level...not to mention the unemployed and illegals who will also be covered by this plan. The working taxpayers are funding this nightmare of a plan aimed specifically at the poor. When will America see that these programs all fail in our country. Look at government housing, medicaid, social security, etc. They're targeted at the poor...but they're all bottomless pits of corruption funded by taxpayers.

That is why we need more government regulation....not socialized medicine. The government has the power to restrict insurance providers from resfusing treatment for pre-existing. They have the power to control the costs of coverage to the consumer (see the oil industry). They have the power to regulate the industry to protect the consumer. That is the role of the government...to protect, not to provide. There is a way to fix the healthcare system...a socialized medicine plan aimed at the poor, funded by the taxpayers is not the answer.

Did you not read what I copy/pasted from the same article? You post general statments like "Canada ranked near the top." I read into it and found the facts, and even posted them for you to read. THE US HAS A BETTER SURVIVAL RATE. What more do you need?

"The U.S. has a five-year survival rate in all the cancers studied of 91.9 per cent, while Europe's is much lower at 57.1 per cent. The range of survival rates across the five provinces was quite narrow, from a low of 79.3 per cent in Nova Scotia to a high of 85.4 percent in British Columbia."

You liberals are nuts and will believe anything, as long as it aligns with your political views. Read the facts.

    • Um... Canadian here....

I live close enough to the border that if it was necessary for me, or anyone else I know, to go to a US hospital we'd be going all the time. We never, ever do. I think there was one prominent case that is being used in the US media right now where this woman had to be treated at the Mayo Clinic for some reason - that is an extremely rare exception. My husband had a giant tumour removed from his chest, chemo, radiation, and two associated surgeries, right here in Canada. No charge. He's the kind of guy that if we lived in the US, he would have chosen to die rather than spend millions of dollars on health care. I am so blessed to live here and can't stand it when I see Americans dissing our health care system because they think it will stave off "socialization" of health care in their country, or whatever reason... I'm not even sure why you'd diss our health care system, to be honest.

I hope the same thing never happens to any of you, but if it did, I'll bet you would wish you were living in Canada to get the exact same treatment you would down there (or in my husband's case, probably better) at no charge.

No i would not wish to go to canada because our care is far superior than yours.
There is no such thing as "no charge", the canadian govment is paying the doctor a reduced fee and he has to take it or get out of medicine.
Canadians would have to be downright stupid to go all the way thru medical school and become doctors and then practice medicine "free of charge"
How many medical breakthroughs and research is going on in canada to make life better for the rest of the world?
Answer ---none because there is no motive to do such things.

Monetesooma, what are you talking about, hospitals along the border? Are you talking about hospitals in the cities that are all close-ish to the border? Because that's where most large Canadian cities are, due to the huge amount of trade we do with the U.S. The proximity makes things cheaper. Plus the climate is better than going up north.

Personally I know not a single person that has had to go across the border for treatment. Several of my relatives, unfortunately, have had cancer, MS, diabetes, glaucoma, you name it. Not one of them went south of the border for treatment. Our system is not perfect, but it works well for us. And know what the great part is? Everyone who needs treatment gets it.

Oh, I agree totally. This was all on taxpayer money. I just don't understand what the complaining, from the left, is about. Like I said, NO ONE gets turned away from Midland Memorial - and my friend, and her daughter, were delighted with their treatment. My husband grew up poor, put himself through college, and after many years started his own business. We have busted our butts to get where we are. I try not to be resentful of all the freeloaders that enjoy the generosity of our natiion - perhaps one day some will become contributing members of society. My friend's daughter, who received the prenatal checkups and hospital delivery, spoke "glowingly" about the experience. I try not to even think how much it is costing us, as a family. I just hope that all the people receiving the "free stuff" will work hard as my husband and I have, to "give back" to the most generous nation on earth. BTW, you won't ever hear a liberal describing our country like THAT. We only hear what a horrible place this is.

I have a personal friend who came to the U.S. from El Salvador can verify that her 19 year old unmarried daughter received free prenatal checkups, vitamins, and amazingly could even afford to have her baby at our top notch hospital here in Midland, Texas. Hospitals never turn away anyone here. My grandad was a doctor and never turned away anyone at his practiice in San Angelo, Texas. He just asked the people who were struggling to "pay what you can, and don't worry about it". And those people didn't have to wait 2-3 years to see him and even now, the people pooring in from across the border do not have to wait any longer than the next person. My friend from El Salvador will tell you. wsmeem

All of these people have serious health problems and live in countries whose health care is a SYSTEM.No one, let me repeat, NOT ONE of these people that I regularly talk to has ever had trouble getting to see a doctor or get adequate care, on the other hand many in America of this group have had to wait 6 months or more for a neurologist,a person I know with a similar problem to mine had no money for a opthamologist and has lost much of her sight before family could scrape money together to pay for it, that never happens in any of those horrible socialist countries who spend as a nation half of what we do and with better measurable outcomes. Why don't you actually study and talk to people who know what they are talking about instead of parroting whatever crap some idiot ranting on a soapbox spews your way that tickles your ears. Morons believe what they choose to believe whatever fulfills their philosophy with no regard to reality.

We have stated NUMEROUS times that we want to end the insurance's companies protectionism from the government and to increase patient choice through more competitive markets where goods and services are not price setting with negative externalities in order to lower prices. We need to get the pharm companies and insurance companies out of government, lawyers LOVE the idea of Political healthcare, which is what we have now, the end result of previous central planning. Other countries oversubsidize their healthcare leading to a lack of funding in other sectors. We can't even track money in our own government and I reject the notion that we should monopolize our health and privacy to the Federal bureaucrats and politicians. Until you see where we are today, you can't understand what needs to be done...we are now health fascists with big business in bed with big government......more government is not the correct course of action at this time....

That is funny, I guess you can't read. I gave an alternative about 6 posts up. Oh yeah you are a liberal drone with no thoughts.

My posts to help you out-"Not only is so-called "universal health care" unconstitutional, it is undesirable. Free markets achieve much better results than government bureaucracy. Oppose the madness, and push for reform towards patient choice and private health care!"

    • you wanna know where the real problem lies... lack of staffing and lack of funding. My Mother is a canadian nurse. Her job she had been at for over 20 years was deleted when they got rid of the licensed practical nurses at her hospital and replaced them with Registered Nurses and nurses aides whose work loads were doubled. Most canadians in the medical field come to the united states because it DOES pay more , because they charge more. There are a lack of students training in specialized fields and trade skills nowadays, and this is affecting the entire continent. Having lived in both countries, I have to say healthcare in Canada was wayyyy easier and less expensive for me. The most expensive procedure I had in winnipeg cost me $1300. I have lived in the united states for 3 years, and with the unnecessary medical testing I had been recommended by my doctor to have since I moved here, I have rang up $10,000 in hospital bills. All test results showed nothing wrong with me. I am not a hypochondriac, I did not request the exams. I was told they were necessary and yet , every one of them showed no sign of trouble. Everyone has had their own experiences in the health care field, but in my personal opinion Canada's Health care is amazing. Lack of equipment and staff is what creates the waiting lists.

    • Oh you do huh? You started insulting us and now your little feelings are hurt. Well, take a huge tube of Preparation H and slather it on your entire body, I'm sure you will feel better.

    • Why don't you just quit being an asshole. I respect others until they disrespect me. Just forget it, I don't want to lower myself to your level.

    • Yeah, Let's keep doing what we have been doing and expect a different result. That is called insanity.

For those of you that aren't crazy how about we try something different?

HR 676 would institute a single payer health care system by expanding a
greatly improved Medicare system to everyone residing in the U.

In the current Congress, HR 676 has 78 co-sponsors in addition to Conyers.
Vermont Senator Bernie Sanders has introduced SB 703, a single payer bill
      in the Senate.
