The recommendations, which will be submitted to the government by the end of the year, come after a public backlash against the authorities for slaughtering dogs to prevent the spread of rabies.
Law professors at the Chinese Academy of Social Sciences have been in discussions since last December with Britain's RSPCA and the US-based International Fund for Animal Welfare.
The draft proposals are said to borrow ideas from the UK on sterilisation programmes and computer chip implants, but the main focus is on preventing maltreatment of animals.
I think this is a step in the right direction, what are your thoughts?

Wow. China steppin up it's game. It's been a LONG, LONG time coming. This is one of the oldest civilizations on the planet, and you would think that by now they would be, well, more civilized. I hope that they educate themselves and the entire country on ethical treatment of animals. They are pretty intelligent people, which makes me wonder why this hasn't happened sooner??? They need to quit using dog meat in their food, also. Yes, it is true. Dogs are not food, people.

OMG I absolutely agree! It should be taught in schools EVERYWHERE! It's just sad that humane treatment is not naturally instilled in everyone. Not sure how people can be so cruel to animals and live with themselves. They obviously have never been tortured, starved, beaten and neglected. I have a strong belief that whatever crime people commit on animals, the same crime should be used to punish them.
