Captain’s Comments

Last week we gave a fond farewell to Day Watch Lieutenant Harry Pearson, who retired after 32 years of valued service to the City and County of San Francisco. I met Harry while we were both patrolmen at Northern Station in 1980 when the station operated out of an old school at 841 Ellis. Harry was and always has been a “cops’ cop.” He was always making good arrests and sharing knowledge with other officers. I recalled at his retirement luncheon of the time in about 1982 when my partner and I stopped a suspect in the Northern District holding a small bag of what looked like soap chips. After consultation with Harry, our resident Narcotics expert, it was determined that the substance was a new type of drug that we were hearing about called “crack cocaine.” Soon afterwards it became prevalent around the country. It’s just one of so many examples where Harry lent his expertise and experience to newer officers in crime fighting. Harry worked several years at the Narcotics Bureau as an officer, a sergeant and as a lieutenant until coming to Central Station a year ago. We are all better by knowing him.
Congratulations to Night Watch Sergeant Robert Harwood, who was honored by MADD, Mothers Against Drunk Drivers on June 18, 2009. It’s no wonder, since Sgt. Harwood is known for his expertise in DUI recognition and arrests. Sgt. Harwood has been sharing his knowledge with the night watch officers and the response has been well received. The next DUI Checkpoint Operation will be done by the Traffic Company in the district on July 3, 2009.
Police Commission Meeting in the Central District-Postponed
Due to construction conflicts, the Police Commission in the Central District has been postponed for a future date. The Commission will hold their regular meeting June 24th at City Hall.
REMINDER- Message from the Chief regarding proposed cuts to Public Safety
Budget Hearings resume on Monday, June 22 at 5:00 PM, in the Board Chambers, City Hall Rm. 250. SPECIAL ORDER - 5:00 P.M. –Public Comment for the 2009/2010 Annual Budget
SF Pride Celebration will take place next weekend, June 27th and June 28th. People from all over the world come to this event to celebrate. The festivities take place at Civic Center from Noon to 6pm on Saturday and Noon to 7pm on Sunday. Sunday is also the day of the big parade. The parade kicks off at 10:30am at Market and Beale and ends at Market and 8th. For more information on the festivities and parade route, go to www.sfpride.org.

6/17/09 2:45 PM John/Powell Attempted Robbery/Elder Abuse
Officer Pete McLaughlin was flagged down by a woman who said a transient attempted to rob and beat a 73 year old man inside the park. The 40 year old suspect was taken into custody and the victim was treated at nearby Chinese Hospital for injuries to his head and neck.6/18/09 9:35 PM Mason/Columbus Assault with a Knife
An individual sitting outside the library was approached by another man who pulled out a knife and threatened him to move because he “was sitting in his spot.” Officer Paul Wilgus responded to the area and took the 49 year old local man into custody for aggravated assault with a knife.6/18/09 at 7AM Richmond California Heroin Possession
Officers John Ferrando and Scott Korte developed information from a case in district public housing that led to a search warrant of an individual in Richmond, California. The SFPD SWAT Team and Richmond Police assisted on the search of the individual because of weapons threat and danger potential. A “chunk” of heroin was recovered with tools and equipment related to individual packaging and sales.6/19/09 1 AM Pine/Larkin Prostitution
Plainclothes Officers Sean O’Brien and Martin Garay observed suspected prostitute ‘working the area’. After watching her unsuccessfully attempt to stop passing vehicles, they approached and asked what she was doing. She replied: “Prostitution.”6/22/09 1AM Geary/Larkin Prostitution

Officers Donn Peterson and Winson Seto responded to a fight between several young males saw an individual from Oakland fitting the description of one of them. After a brief chase, the suspect was found to have an active criminal warrant outstanding and an amount of “crack cocaine” in his pockets.TWO Outstanding Arrests of Serial Criminals in the District

Officers Dwight Lee and Charles August responded to two separate burglary calls where the suspect was seen both times. The suspect was described as a late 50’s – 60 year old male wearing a distinctive black leather jacket and yellow print shirt. Officer August heard the description of the man who attempted to get into a partially open window until the occupant scared the suspect away. Officer August spotted the suspect at Montgomery and Vallejo Streets. As the officers booked the suspect at Central Station, I learned from neighbors via e-mail that a similar suspect had attempted the very same method at another location. A security photo captured the suspects distinctive jacket and bald spot. Officers August and Lee tied the two cases together for the Burglary Detail to follow up.6/21/09 2:17 AM-4:05 AM 1200 Jackson-Clay/Leavenworth Robbery Spree
Officers Winson Seto, Thomas McWilliams, Donn Peterson, Brandon Thompson, Oliver Lim, Meaghan McMilton and others coordinated response and search of the area when multiple reports and robberies of at least five individuals was learned. Two Hispanic males in their late 20’s and 30’s used a gun to rob individuals walking on the street. The men fled each time in a 1994 Ford Explorer, green in color. Thompson and McWilliams spotted the vehicle and with assistance, stopped the men on the 1800 block of Washington Street. Wallets, cash, jewelry and a replica handgun were some items recovered during the arrest of the two. - 3 years ago

Lidar in the District!
Traffic Motorcycle Officers Matthew Gardner and Jordan Hom have been helping out in various locations in the district to nab speeding cars. I’m sure you’ve seen officers pointing their Radar Guns at traffic along the Broadway Tunnel, the Embarcadero, Bay and other thoroughfares. These officers are using a different type, known as “Lidar,” for light detection and ranging. The burst of infrared light is sent to a vehicle, approaching or leaving, determines the time and distance and gives an accurate reading of the vehicle speed. The enforcement has been very effective in affecting driver’s behavior in these areas.Broadway Corridor

Four individuals leaving a club on the same block were seen by officers, fighting in the street. The officers stopped the fight and detained three men. A woman approached the officers and explained that two men were fighting with a Stockton man who had assaulted her. The woman declined to press charges but the man was arrested for being drunk in public.6/21/09 02:05 AM 300 block of Bay Street Vandalism
Officers responded to calls to help break up fights outside a club that had just let out. Officers observed one individual from Richmond, California break a window of a nearby restaurant with his fist. An Oakland man was arrested for showing a handgun in his waistband to another group of men on the street and threatened to kill them. Officers stopped the suspect and found him to be carrying a replica handgun still in his pants. The 18 year old man was booked for the threats and simulated weapon.The Solo Motorcycle Violence Reduction Unit accounted for 3 DUI arrests in addition to their moving citations.
SAFE stands for Safety Awareness For Everyone and it is a valuable crime prevention organization. Grab and Run Shoplifters have been active of late, especially near our retail areas of the district. Plainclothes officers have made good arrests at locations where patterns of the thefts have occurred. Merchants can help yourselves by being alert, greeting patrons and by checking out the SAFE website for tips on loss prevention. SAFE can also do a security survey and report on businesses and homes. Reward! Check out the www.sfgov.org/police website for rewards for Homicide information, Graffiti information and when giving tips on illegal guns in San Francisco.
