Captain’s Comments

My name is Lieutenant Richard Pate and I will be the Acting Captain until James Dudley returns in July 13th, 2009. I have been assigned to the night watch at Central Station since October 2008. I have been in the department since 1981, and I have to admit this is near the top of my list of stations that I have been assigned to. I hope this newsletter will provide you with the same information that Captain Dudley has sent you.

We are gearing up for the Forth of July festivities in the District. It appears there will be two venues, one at Aquatic Park and the other location is Jefferson St, from Hyde to Pier 39.
The Marine Unit will escort the barges with the fire works out to the bay where it is safe. The Command Post will be located at Jefferson / Taylor. The event is free and open to the public. It is advised that you take public transportation due to gridlock in the area. If you decide to drive your vehicle, do not leave valuables in your vehicle that are visible. Also, dress warm, because it will get very cold later in the night. Enjoy your self and have fun. One more note, alcohol consumption in public is not permitted and will be enforced by the officers assigned to the event.

Police Commission Meeting in the Central District-Postponed
Due to construction conflicts, the Police Commission in the Central District has been postponed for a future date. The Commission will hold their regular meeting June 24th at City Hall.

Crimes of Note:
6/22/09 7:30 AM Washington / Grant Marijuana Sales/ Fireworks Poss.
Officers Chris Del Gandio and Travis Pitcher were on routine patrol when they effected a traffic stop on a vehicle for a loud exhaust system. As Officer Del Gandio approached the vehicle, he smelled a strong odor of marijuana. There were three occupants in the vehicle. After the driver admitted they were smoking marijuana, the officers took the occupants out of the vehicle. The driver told the officers there was some ‘small’ amount of marijuana in a white box behind the driver’s seat. When the officers opened the box, there were 18 baggies containing marijuana. The officers also located fireworks and a pellet gun in the vehicle. All three occupants were booked for possession for sale of marijuana; the driver was booked for possession of a pellet gun and fireworks.

6/23/09 12:28 PM Post/ Leavenworth Theft/ Locked Vehicle
Officers Benito Manning and Cathy Daly were driving their patrol vehicle when they were stopped by a citizen who had just witnessed an auto break-in. The officers asked the witness to help search for the suspect. The officers were driving on Geary St when the witness, who was in the patrol car said ‘that’s him over there’. The officers detained the suspect. A screwdriver was located in his jacket. The officers also learned that the suspect was on active parole. The suspect was booked on theft and a parole violation.

6/23/09 3:07 PM 700 Block of Montgomery Weapon Possession
Officer Mary Godfrey responded to the above location on a report of a male with a gun in his waistband. When she entered the premise, a retired LA Sheriff advised her that he had taken the gun away from the subject. The gun was a semi-automatic handgun fully loaded. The subject did not possess a permit for the gun and was cited.

      6/29/09 12:15PM 300 Block of Powell Theft/ Shoplifting
      Officers Traivs Pitcher and Chris DelGandio responded to the above location on a report of a theft which had occurred four days ago. When the officers arrived, the manager told them that two black females had come in the store on 6/25/09 and stole numerous clothing items from the store. The manager stated it was the two females in the store right now and he had a video of the incident. The officers looked at the video and it matched the two females in the store. The officers placed the two females under arrest. Officer Godfrey advised the officers that these two suspects matched the description of several other thefts over the past two days in the same area.

      The officers contacted the other store and the employee’s positively identified these two suspects as the ones who committed the thefts previously. Both suspects were juveniles, who were booked at YGC.

      6/29/09 7:54AM Geary/ Larkin Warrant Arrest
      Officers Chris Del Gandio and Travis Pitcher were on patrol when they stopped a vehicle for no license plate and a brake light out. The driver of the vehicle had a suspended license. A computer check showed the driver was wanted for a parole violation. The driver was booked at Central Staion.

      6/26/09 2:40 PM 300 block of Grant Ave Theft, Possession of Stolen Property
      Officers Thomas Cunnane was called to the 300 block of Grant on a report of a theft. Over the past several weeks, we have responded to several stores in the area because of young African American Females going in the stores, grabbing clothes, and running out. Officer Cunnane put out a description of the two suspects. One hour later, one of the Market Street Beats saw two possible suspects at Pine / Battery. The two females were identified by the reportee, and then transported to Central Station. While at the station, the officer located other possible stolen property from another store. One female was transported to CARC and the other booked at YGC.

      6/27/09 00:51 AM Broadway/ Montgomery Driving under Influnce, License suspended
      Sergeant Robert Harwood observed a Mercedes make a left turn from the number 2 lane. Sgt Harwood conducted a traffic stop and asked the driver for his license. The driver stated his license was suspended. Sgt Harwood noticed the order of an alcoholic beverage, slurred speech and bloodshot eyes from the driver. After a field sobriety test, the driver was booked for driving under the influence of alcohol and a suspended license.

      6/27/09 10:52 PM Broadway / Sansome Assault, Aggravated, Robbery, Street, W/ Knife
      Lieutenant Victor Tsang was on patrol when he saw a fight at the above location. Several other units responded to assist. The victim stated the suspect asked him for a cigarette, the victim gave him one. The victim said the suspect (White Male) then pulled out a knife and said ‘I don’t want to stab you, give me the cigarette in your mouth’. The victim complied. The suspect continued to follow the victim and lunged at him with the knife. The victim grabbed the knife, but sustained a small cut to his chin and left hand. The suspect was booked for Robbery, Assault

      6/28/09 5:25 PM Pier 35 Fraudulent Game or Trick
      Officers Nico Discenza and Paul Doherty are assigned to the plainclothes unit. There have been numerous complaints regarding predators taking advantage of tourist in the Fisherman’s Wharf area. Officer Discenza observed a black male in front of Pier 35 playing a game of ‘3 Card Monte’. Officer Discenza watched this suspect and another suspect try to woo customers to play the game in which three bottle caps were on a table, a ball is placed under a bottle cap, and the customer tells the suspect where he thinks the ball is. The suspect actually palms the ball while moving the caps. Officer Discenza and Doherty took both suspects into custody, one was cited and the other suspect booked.

      6/28/09 5:40PM 2500 block Jones St Burglary/ Vehicle
      Officer Scott Korte was working in the Fisherman’s Wharf area when he heard a call from dispatch of a witness following an auto burglary suspect. The suspect, a black male adult, went into a bar on the 1000 block of Columbus. Sgt Carl T also responded to the area and located the suspect. The witness identified the suspect that Sgt Carl T had detained. The witness showed Officer Korte where the boosted vehicle was located. A cell phone was recovered. The suspect was booked for Auto Burglary.

      6/28/09 7:14 PM 500 Block of Green St Assault, Aggravated
      Officer’s Michael Costello and Michael Shugars responded to the above location on a report of a citizen holding a prisoner. The citizen stated that two men were wrestling to the ground when the suspect (white female) hit one of the men over the head with a pint glass which caused a laceration to the top of his head. It was determined that the other male was the suspect’s boyfriend. The suspect was booked a County Jail #9 for aggravated assault.

      6/24/09 3:45 AM Larkin / Bush Loitering for Prostitution
      Officers Brandon Thompson and Thomas McWilliams were on patrol in the area of Larkin / Bush Sts. where they saw a known prostitute standing on the corner. The officer admonished her and she said she was going home. Two hours later, the officers again saw the same female attempting to flag down passing vehicles for the purpose of prostitution.
      The female was booked for loitering with the intent to commit acts of prostitution.

      6/25/09 2:00AM 1033 Kearny Theft , Building
      Officers Kevin Worrell was on patrol when he was flagged down by a victim who said he was robbed. Officer Worrell put out a description of the suspects. Officers Tiumalu and Murphy located two possible suspects on bicycles a few blocks away. The victim stated his laptop and USB port were taken from the break area (Grand Theft). Officer Murphy advised Officer Worrell that one of the possible suspects had a laptop with him. The victim positively identified the suspect and his laptop. The suspect was booked at Central Station for Grand Theft.

      6/25/09 7:30 PM 900 North Point Burglary/Vehicle/Parole Violation
      Officers Nico Discenza and Paul Doherty responded to the area of the 900 block of North Point on a report of an auto burglary. Dispatch stated that the suspect was being chased by a citizen. The officer located both the suspect and reportee at Beach / Larkin Sts. The reportee stated he saw the suspect break into a vehicle and take a yellow bag out. The suspect was arrested for Auto Burglary and a Parole Violation.

      6/25/09 10:30PM Hyde / Lombard Robbery/ Gun Used
      Officers Ester Gonzalez and Paul Wilgus responded to the 1000 block of Chestnut on a report of a robbery. The victims (husband and wife) were walking on Hyde approaching Lombard when a black male confronted them, put a gun in the wife’s face and took her purse. The suspect then put the gun to the husband’s face and demanded his wallet. The suspect then fled west on Lombard. Several officers responded to the area, but could not locate the suspect.

      6/26/09 1:52 AM Broadway / Columbus Assault/ Gun
      Officers Nelson Yu and Meghan McMilton were at Central station when a citizen came in and told them that he had seen four black males on the corner of Broadway/ Columbus, and that one of them had a gun. The citizen also stated the thought he heard a shot fired. The officers responded to the area along with several other officers. The officers did not locate any victim or the males involved. Dispatch then advised that a black male had just arrived at Kaiser Hospital with a gun shot wound to his abdomen. There was no further information. Officers Lozano and Tapang searched the area of Broadway / Columbus for a crime scene. Officer Tapang located a bullet and Officer Lozano talked to the liquor store manager to review the video of the incident.


      6/26/09 10:45 AM Battery/ Bush Child, Inflicting Pain
      Officers Craig Brandolino responded to a call of an assault on a child. A description was given of the suspect. Officers Kimberly Koltzoff and Anthony Randolph located the suspect at Battery / California. The suspect, who was a white male, homeless, apparently kicked a child in the chest for no apparent reason. The suspect and victim did not know each other. The suspect was identified by the witness, Grandmother and victim. He was booked at Central Station.
