The legislation unveiled yesterday would place additional taxes on households with more than $350,000 a year in income and calls for further increases if the measure doesn’t hit a target for cost savings. The provisions are intended to raise $544 billion over 10 years.
House leaders said the plan, which includes mandates to purchase coverage and a public health-insurance option, would cover 97 percent of Americans by 2019. President Barack Obama praised their work, saying it will “begin the process of fixing what’s broken” in the system.
The 1,018-page House Democratic plan builds on a June 19 draft and for the first time includes details on how to pay for the measure. In addition to the levy on millionaire households, the House would place surtaxes of 1.5 percent on couples with incomes of $500,000 to $1 million and 1 percent on those with incomes of more than $350,000.
In 2012, the White House budget office would review the estimated savings from the health-care overhaul. If the savings are $150 billion more than expected, then the government would scrap a planned second set of increases for those making between $350,000 and $1 million. If the extra savings top $175 billion, the surcharge for those incomes would be eliminated altogether.
The surtax on wealthier Americans would be imposed based on adjusted gross income, meaning it would also apply to capital gains and dividends, which are currently taxed at a 15 percent rate. House Ways and Means Committee Chairman Charles Rangel said lawmakers targeted high earners because it “causes the least amount of pain on the least amount of people.”

Paratus is just stuck in the mud of dead right ideology. And this thought process is used to justify the deaths of thousands of less fortunate Americans. Greed will kill the country and they have proven it over the last eight years and can't stand the thought of losing their precious grip on that almighty tax cut. Because being a fat cat isn't good enough until you can appreciate your status in society by watching and doing nothing to prevent the needless deaths of Americans. PIGS DIE!

I agree with that. They sure cry and whine a lot at the thought of people having medical care and yet then they wonder why Sales have slumped. WoW. The Masses dumbly chasing their candy-laden pinata days while they sicken and die from not having DENTAL HYGIENE CARE is over. Anyway, it's the lack of dental care that's causing so much hepatitis-C and liver cancer ANYWAY, so if you had Gov't-provided dental care across-the-board you'd be stopping cancers, stopping many intestine infections and there wouldn't be 50,000 Americans needing KIDNEY DIALYSIS (1-$$$-$$$-$$$$) 3 times a week.
A little cash laid out at the front would short-circuit the bloodletting from Medicare.

I've been taking some products from a company based in northwestern New Mexico. One is called BIO-SLIM. It contains a bit of honey and vinegar that attracts most every germ in your body and then KILLS it when it eats it because it also has "RARE EARTH NANO-SILICA". Kills bacteria, viruses and fungus-molds.
It isn't cheap at $50.00 a jar but it does the job. It's a little gritty going down, but then again swishing it around before swallowing is also preventing dental caries. Like I said earlier I haven't been to a doctor in almost 4 years.

I don't want to change the subject but if you're going to use cancer as the main basis for your argument, cancer is being cured all over the world. Some people take so much antioxidants the starving-for-nutrition cancerous cells eat too much and GIVE THEMSELVES A PERMANENT ACID BURN DEATH. In clinics in Europe they have taken another tac to stop cancers.
Cancer cells have a much higher rate of metabolism, so overheating a patient to a fever temperature is being used to metabolize and burn up every cancer cell in a patient's body, and I mean EVERY CANCER CELL even the ones the doctors cannot see and no MRI test either.
FIND ANOTHER TURKEY TO SHOOT. CANCER IS DEAD MAN WALKING ALREADY.

@paratus
who should we feel sorry for? The person in your friend's story, or the thousands of Amercans who would never get the chance to see a doctor?
The median time to get an MRI in Canada is 3 weeks. There is a 90% approval rating from the people that participate in the Canadian government provided healthcare. I'm sorry your friend has had such a terrible experience, but I can gaurantee it's better than the experience of an uninsured American.

Paratus you are out of touch and your fake Canadian friend as well. She obviously doesn't know the 50 million Americans who would not have even had a chance to schedule an MRI. Get real 20,000 Americans are dying ever year because they can't afford to even see a doctor. That is seven 911, or have you forgot your patriotic ferver when Americans die needlessly. I'm sick of your kind pushing for the deaths of terrorist that don't exist and fanfare for a military industrial complex that spends more in one year than would be spent on it's own citizens health care in five years. You Sir are a not a patriot and wouldn't know one if he walked up to your fat ass face and spit in it.

"Your tax cuts from Reagan and Bush have killed the country and your not fucking worth it"
Ahhh yes, Ignorance is not limited to those on Capital Hill is it. Obama, Schumer. Dodd and Frank have killed this country along with the socialist/fascist policies of the liberals/Democrats.
This policy of socialized medicine will be our undoing. I had a conversation just last night with an expat Canadian who said the U.S. is the greatest country in the world and Obama is ruining it. "I smell socialism" was what she said. She said that we are headed down the road toward a government combination of socialism and fascism. She then recounted several examples of the wonderful government healthcare.
Has anything been said about the supplemental policies we will have to obtain. That is Canada. How about the breast cancer survivor who 10 years later had a pain in the spine but when the MRI was done FOUR months later it was found that not only had the cancer returned but it was now everywhere except her brain. The delay was the culprit. Over 50 years old and treatments are routinely denied in Canada. Is this the plan you want to be under? Taxes are high. Unemployment is high. Perhaps we should ask the American Indians how government care is working out for them.People who wish for this and other policies of Obamunism are lunatics. NO other way to put it. If you want to live as a subject in a fascist country why don't you go elsewhere. Don't ruin my country.

You tell me. What did we, the average American recieve after Bush pushed through a trillion dollar tax cut for the wealthy a time when we had a government surpluss and were well on our way to reducing the defecit. What we got was a doubling of the defecit over the last decade and a bank bailout for the same wealthy individuals who lobbied for the regressive tax policy that left the majority of Americans vulnerable during two of the worst recessions of the last hundred years. I'd say that wasn't much.

Right offhand and in hindsight it looks like the tax cuts gave them the extra bucks they needed to move their operations into three other countries => China, Mexico and Canada, with of course their banking also moved. Bush gave them their exit strategy monies. At least that's my understanding of what happened, in hindsight. They outsourced -or outright moved overseas- so they could keep selling here and take everybody for a ride down Mulholland Drive for the beating and thrown down the cliff face.
Did I leave anything out? Looks pretty clear cut to me. For the past 5-10 years people have been only able to tolerate the pain by taking Prozac, Xanax, Zoloft, Wellbutrin and stuffing their kid's mouf with Ritalin to keep quiet.

and take their ill-gotten strongarm extruded-from-the-poor assets; hmm. Tell ya what Kenny, I think that won't wash too Socialist sounding. But since the rich benefit the most from #1 the space race and they have the most to lose therefore #2 needing the military and #3 all its R & D ongoing, I could see them having to pay 75% of those items without any loopholes to get out of it.
The reason I can see 75%/no loophole escape hatch is because they stand to lose the most. That argument they keep running off at the mouth about we wouldn't have a microwave or the Internet ~whatever they say tomorrow we will lose~ we have done fine without for thousands of years. They just use those arguments to get the taxpayer to $$$$$$ the work horses to bring home new bacon to make THEM MORE PROFITS. Taxpayers are paying the work to get done on stuff they're going to be overcharged 50% markup for?
Something about that stinks. We already paid the 50% markup by paying the sled team upfront all the steak they could chew. Any more "discoveries" from Outer Space should only be charged us say 30% at best.
Whew, this lopsided boat makes me want to throw up... even more than the Pope sitting on solid gold chairs that have tripled in value in less than a year.

In 1972 north of Roanoke Virginia on Rt. 11 beside the interstate there was a small motel about 8-10 rooms was all. It was For Sale. I suggested to the wife's family how we could pool our money buy the motel and live there saving our monies as a springboard toward us all having enough to buy land and build a home.
Nope, they wouldn't hear of it. Okay, so we moved to Richmond more jobs were there and I got screwed working for Dunkin' Donuts paying me a salary and no healthcare benefits, paid straight cash no nothing. My hours worked out less than MINIMUM WAGE so we eked by.
About that time a lot of people began moving to the US from India, all named Pehtel, and they would buy a small motel, live there and rent the rest, and sometimes they would purchase a large home and 10-12 ENTIRE FAMILIES would pay the utilities and got ahead DOING EXACTLY WHAT I SUGGESTED TO AMERICANS.
So now you say we're falling behind?! Man, with our attitudes we should be closer to extinction than the whales. A few of us did get ahead, one in particular, bought land, owned trucks, built two log homes and told the rest of go straight to hell.
SO NOW WE'RE GOING TO HELL SO WHAT ELSE IS NEW? Answer to that is that all the rest of YOU are now squealing like stuck pigs because you're getting a taste of living my life. My disability check every day begins to exceed more people's income. Welcome to hell pal. Welcome to the real world you didn't see before.

Who rose up from the bottom? I ran into people like that the rest of my life. In 1972 the vice president of Dunkin' Donuts visited our store, picked up one of my donuts and just said => Nice Product. In baking that's all has to be said. I was wanting to get my own shop going so the Small Business Administration couldn't help me. I wasn't a Minority, wasn't Black or a woman.
Every advance I should have made IN AMERICA there was always someone there to tell me no. I just find it sad, ironic, and funny at the same time that everybody else is crybaby now having to come face to face with MY LIFE.
NOW YOU KNOW REAL PAIN MY FRIENDS.
AND THE WHITE KNUCKLE RIDE HAS BARELY PULLED OFF.Okay, so all those ones who "made it", where are they now? Well, they had 401k plans and retirement plans and security plans, now slashed in half. The properties they acquired now being either highly taxed or sitting somewhere where the local gov can take it if something else pays more taxes.
THE SCREWS CAME HOME. WELCOME TO REAL WORLD 101.
Am I gloating? No. Two of my children were geniuses far above me. They should have gone farther than Target Warehouse work. So the boomerang that hit us is now slamming everybody else. No gloating here. I feel real sorry for everybody but, far as I know the Pehtels and Patels FROM INDIA took over Richmond. They bought up the doughnut shops. They're living the good life having burped the system that shit on me.
SO NOW IT HAS COME FOR EVERYBODY ELSE

In 2003 I came across an engine that produced Zero Pollution but it lacked enough power to pull crude oil off the throne. Well, I fixed it. But I ran into more people just like I always have and buddy, YOU DON'T KNOW THE SIZE OF THE SCREW IN YOUR BACK.

Heres the scenario
The price of employing americans should go up at the expense of overpriced CEO salaries.
Jobs will always be shipped offshore as corporations tend to move operations from country to country seeking the cheapest labor in the most unregulated countries.....this will never change.
people have already cried "what happened" under Bush as tax credits were given out to major corporations to remove jobs from the american market.
republicans point fingers just like democrats, they are no special species that is morally superior to anyone.
Taxing the rich will keep our society in check and balance out the extreme differences from the rich and poor. This will be one step towards squashing an american revolt on the rich.
borring money you do not have is a tax increase for the future, so Bush's policies are the effect of his cause(Milton Friedman loosely quoted)
republicans are rich bastards too, so don't make it sound like they are poor fuckers looking out for the poor, as they borrow money give it to their rich pals, and then say we have a budget mess, and cut programs for the poor that would sustain their living conditions(and it aint easy living at the poverty level)
equitable tax policy is non existent in America as out tax laws have been rewritten every 4 years to support the incoming president's policy.
We have given Bush's policy a chance and look where that got us,...we are in a mess and it aint due to Obama. Obama is the clean up hitter here.
Give Obamas policy a chance,..see where it leads us, and then criticize, if it doesn't work,...Give a rich man $1000 and he will save it which has no effect on our economy
give a poor person $1000 and it will be spent in their community in a heartbeat spurring sales, tax revenues, which has a positive effect on our economy.

Do you have any idea at all how much extra money people would have each month if they kept their parents at home instead of an old age home? And if they get off the main meter grid that socks a bunch more in the bank PLUS it reduces poisonous gases from burning COAL so much, meaning reduced healthcare costs = more money again PLUS reduced EPA CLEANUP EXPENDITURES.

The price of employing Americans goes up.
Jobs are sent off-shore.
People are crying "wha huppened?!".
The predicatble finger pointing by dems at business
resumes followed by the expected demagogery "We must tax the rich!" starts over.
Democrats, who are the rich and richer from the last scheme, agree and find ways tax the rich and in the process reqard themselves. - 2 years ago

This plan is sounding more and more like the reasonable option to fully nationalizing medicine.
Everyone will have access to affordable insurance, and the insurance companies, which have virtual monopolies in their respective states will be forced to become more competitive with their prices and in providing reasonably priced health care to more people.

Either way it falls the healthcare system needs to trim the fat. The few things I need to help me return to work they refuse to pay for, so even though I have Medicaid-paid Medicare and free Humana I stopped going to doctors almost four years ago, to force them to make changes.
After 20 years on disability I'd like them to do their damn job instead of shooting me an Elective~Cosmetic shuck and jive go to hell Riley. They chose to starve me? They made a poor choice. Other people are also deciding to stay away.
The worm has turned. I get purposely relegated to a monthly disability check then the doctor's families can learn to eat hot dogs for Supper and drive a VW bug. As actor Ray Liotta said "You want it Come and get it".
So far I've cured myself of 3 cancers, a recurrence of Lyme's disease and killed a large tapeworm gnawing on the inside of my colon/large intestine using products off the health/nutrition shelf and WITHOUT HELP FROM ANY A.M.A. PHYSICIANS. Let em get hungry and we can both be hungry and do without a new paint job on the car if that's the way the A.M.A.-card carriers want it,
I CAN OBLIGE THAT. I have noticed some hospital closings around the country too. Apparently Americans aren't as stupid as doctors think they are. We can stay home and die with dignity. This recent NY Times report that 40% of doctors are prescribing us a PLACEBO while the local pharmacist fills a sugar pill and charges me for a real prescription buddy ro it's time the you-know hit the fan.
Being double-teamed by a doctor & drugstore doesn't happen if ya don't go.
