China and Russia in cooperative war games... this reminds me of Israel running its mock river crossing drills... anyone recall that? This does not scare me, but my suspicions are high. The only ulterior motive I can see is North Korea... have they pushed a few to many buttons? China specifically, but Russia to a degree have always protected Korea from the full brunt of sanctions and embargoes so this comes as quite a shock.
Oh, and in war you do shoot first and ask questions later, at least if you want to win, it has been known and in common practice for centuries... if you do not like that you should be even more devout to preventing wars... wars should only be fought when absolutely necessary for a multitude of reasons, one of which would be that when you shoot first you really really do not care... after all it is war and you are there to devastate the other side. reality sucks.

Don't forget India and Pakistan in that equation. Both have nuclear weapons, reliable delivery systems, and pretty big stakes in the region should the Great Dragon decide that it wants to be an imperial power again.
In spite of all the noise from North Korea, I don't think these maneuvers are necessarily geared to put them on notice. If they get too out of hand, China has the economic and military power to crush them like a bug on a windshield.
If I were a betting man (...and I am), I'd say that all of this is to let the western powers know that China's military is just that much closer to being on par with them in terms of weapons, strategy, and tactics on the battlefield. And, judging by the clip, they are not quite there yet...but they are getting close.
That's when we need to start worrying.

I do not see India and Pakistan being in an equation for Russia and China. China has a very sophisticated missile defense system, comparable only to ours... Russia has a pretty good one too. China has been a formidable foe militarily since the late 50s when they realized we might be a threat... we can thank General MacArthur or Eisenhower for that one... you can run that blame either way really... neither got what they wanted and China entered the arms race because of it amassing an enormous military that we would have problems with just because of its shear size.
Of course Russia is formidable themselves as well.
Another thing you should remember is that China does not like flexing muscles, they prefer the sleeping giant profile. For instance, people like to tout how our defense budget is 600+ billion where as China's is only 70.27... China's reported defense budget does not include strategic forces, foreign acquisitions, military-related research and development, and China’s paramilitary forces... all of which our budget does include, and a large portion is taken up by research budgeting... In reality, their military is on par with ours at the least.... they are still noting to worry about, they do not want a war with us for a million reasons... mostly because there would not be much left of either country when it was over.
Russia does like flexing muscles though, so everyone knows where they are at, and no one wants to press there luck... except Georgia for some reason.
No one trusts China or Russia, and they certainly do not trust each other, so no, this... there is something behind this, it may never come to be what ever it is, but these are not just war games.

China has slowly, but surely, improved its abilities on the battlefield to the point where they could be a force to be reckoned with in the next decade or so. Combined arms exercises like these expose their leadership to new ideas and how to better respond and coordinate there forces to more modern situations.
The eyes of the world (...or at the very least, the major intelligence gathering agencies) will be watching.

I just wanted to add a little perspective when making comments on Chinas military. China spends the equivalent of about 85 billion dollars/year on defense while we are now spending over 600 billion a year. I don't expect China will ever spend as much as we do on because they recognize that thier most powerful weapon is their economy. Why piss away billions on bombs, bullets, tanks and ships when they could crush us economically without firing a shot?
