A slow thaw for Cuba & U.S.?

The State Department made a brief mention yesterday in their daily press briefing that they were shutting down the 'news ticker' in Cuba.

News ticker?

FP Magazine explains:
"Just one in a series of tit-for-tat exchanges the two governments engaged in during the Bush and Castro presidencies, the propaganda ticker streamed five-foot tall crimson words in Spanish and English, criticizing the local government and extolling the virtues of American-style freedom. It ran adages by Martin Luther King, Abraham Lincoln..."

Is this a sign of warming relations between the U.S. and the island nation? Is it a sign of Cuba slowly opening up?
