Captain’s Comments
Robbery, (211 of the California Penal Code), is defined as: “The felonious taking of personal property in the possession of another, from his person or immediate presence and against his will, accomplished by means of force or fear.”

There are varying degrees but you get the gist. We have recently seen a spike in robbery incidents in the form of grab and run robberies and in the form of pickpockets aboard Muni. We recently had a rash of most probably, one or two serial pickpockets along the F line along the Embarcadero and on the 30 Stockton bus line. Often, the victim may be on a crowded bus and not realize that they were pocket picked until they reach for their wallet in their pocket or purse. Some of our reports are titled “Somewhere in SF” because the victim cannot tell when it actually occurred.

There are a few things you can do to prevent being a pickpocket victim:

• Be aware of your surroundings, especially in confined crowded spaces, such as on a bus, or waiting in line for food service or at a retail business.

• Carry cash in a separate pocket or money belt. Take only the cash, credit cards and identification that you will need for the day.

• For people who carry their wallet in the rear pants pocket; wrap a rubber band or two around the wallet like my old friend, Lt. Joe Garrity. Joe showed me once, that it is almost impossible to slip a wallet out of a pocket without noticing, since the rubber band always catches the fabric.

• When riding on a conveyance, sitting or standing, take your purse, backpack or bag and pull it around to your lap or across your chest.

• Make eye contact with others around you.

• If someone bumps into you, however slightly, turn in their direction. Resist social norms if you’d rather keep your wallet than embarrass someone.

• Be aware of the decoy. Sometimes two suspects will act in concert. One will bump you or stop short in front of you and as you are bustled, or try to avoid them, the second suspect will hit from behind you.

• Be aware of where to sit. On MUNI, sit near the driver when possible or on seats that face the walkway. Make a note to stay in the area of busses outfitted with cameras near the front of the bus.

If you do notice that you have fallen victim to a pickpocket, immediately call and cancel credit and debit cards to minimize the negative impact. If someone calls you later to arrange a meeting to return the stolen property, call police immediately.

Thanks to the anonymous donor from Chinatown who donated $200 this week to the K-9 program in the East Bay. The woman read an article in the Chinese news and saw that some police dogs there could not be outfitted with protective vests due to budget constraints.

      Crimes of Note:
      7/21/09 6:30 PM Unit block of Northpoint Auto Burglary
      Plainclothes Officers Paul Doherty and Nico Discenza worked in an area near Fisherman’s Wharf, hard hit by auto burglars. The officers watched as a 42 year old white male suspect walked along parked cars on the street, peering into each of them. As they watched the man, they observed him strike the window of a parked car, smashing the window and removing a camera and other merchandise. They walked up to him and arrested him while he was still seated inside the vehicle. This was a great piece of police work done by officers knowing where the crimes occur in the district and pursuing them.

      7/23/09 5 PM 1095 Hyde Street Stolen Auto and contents
      Officers Benny Chin and Minh Du were flagged down by a man who said he was approached to buy some golf clubs in a car nearby. The officers investigated and detained the suspect, a 43 year old black male from Oakland with the clubs and a Honda vehicle that turned out to be reported stolen. Further investigation yielded a companion woman in the car and a punched vehicle ignition.

      7/23/09 5 AM 1000 block of Lombard Hot Prowl Burglary
      A man was awakened at 5 in the morning when he heard a noise in his kitchen and went to investigate. The man found a 30 year old black female, 6’4” 180 pounds, crouching down beside the refrigerator. The man yelled for his wife to call police but the suspect said she was being chased by a man outside. The resident walked the woman outside the building and returned to discover that his laptop computer had been taken.

      7/24/09 10:30 PM Union/Powell Carrying loaded concealed Firearm
      Witnesses called police to report seeing a man exiting his vehicle with a gun in a holster on his waist. Officers Chris Ritter and Josh Tiumalu stopped the suspect and saw the gun and an id that said “Homeland Security” which was later deemed to be a fake. The 28 year old white male from SF was arrested and booked for possession of an illegal knife, gun, loaded gun and false id.

      7/26/09 5:45 PM Geary/Hyde Robbery with a knife
      Officers Duffield and Heredia responded to the area and spoke with a cab driver who told them he was robbed and cut on the hand by a black woman fare. The woman attempted to flee but was apprehended by Tenderloin Officer Mussleman. The knife was found immediately behind the woman as she stood at Larkin and Ellis.

      Crime Trend in Chinatown- CAPTURED!!!!
      7/23/09- 4:45 AM Central Station Plainclothes Officers observed two men walking on Montgomery and California, both carrying backpacks. One of the men was recognized as a suspect in the Chinatown River Rock Burglaries by the Officers Matt Sullivan and John Murphy. Rather than lose sight of the suspects and knowing that one had an active parole warrant, the suspects were detained. One suspect broke free and fled to the front of 555 California where he was captured. The suspect attempted to dump a backpack that he had been wearing. The officers recovered several items including tools used to break windows and a brick, flashlight and rubber mallet.
      The suspects are described as:
      white male, 45 years, no local address 6' 185 brown/blue
      white male 40 years no local address 5'8 155 brown/brown
      Both suspects were booked into County Jail and Inspector Joe Nannery of the Burglary Detail is doing a follow up of seven similar cases.

      Cell phone Robberies in North Beach
      Recently there have been a number of reported incidents of individuals being robbed of their cell phones as they walk in the area between Bay Street to Filbert- Stockton to Columbus.

      On 7/20/09 at noon, a man talking on his cell phone on the 600 block of Filbert had his phone snatched from his hand by a suspect described as 17 years old black male, 5’7”/200, wearing a white t-shirt, black pants and close cropped hair. Other reports indicate a small teenager black male with dreadlocks being the culprit. Officers are actively seeking suspects in the area.

      1 DUI arrest was made by the Solo Motorcycle Violence Reduction Unit in addition to their 58 moving citations included above. One club on the 400 block of Broadway was cited for excessive noise. 7/24/09 Officers responded to a bachelor party inside a club on the 400 block of Broadway and found one man had head butted another over a dispute. One man was cited for battery.

      7/24/09 at 2 AM, an employee of a club on the 400 block of Broadway walked to her car when she was accosted and robbed by suspects who are known to frequent the club. The woman was beaten and her purse was taken.

      7/26/09 at 2 AM on the 400 block of Broadway, a security guard and a cocktail waitress were assaulted by several patrons after being told to put out their cigarettes.
