It certainly seems like Godwin's Law and Moore's Law are being merged since the time in the discussion for that comparison is becoming shorter and shorter as the internet grows.

It depends on the context of the conversation. If a leader is clearly being genocidal, then Godwin-ing might be a logical course of action. However, comparing any change in legislation to Hitler's politics is not rational. A part doesn't make a whole, and a political tendency does not make a person into Hitler.
