The slight non-sense of banning clove cigarettes

Come this September 21st i will no longer be able to purchase or own my weekend indulgence of Djarum Blacks, a popular brand of Kretek Cigarettes. HR 1256, a bill basically written by the major American tobacco companies themselves, has been signed by President Obama in an effort to stop the younger generations from starting smoking.
This makes sense in the fact that smoking is not at all good for anyones health. however the part about this that does not make sense is that why this isn't a bill that bans all tobacco products.
At no point in my life or any point in the lives of the people that i know have known Kretek's to be the main reason kids start smoking. Throughout my whole life everyone that i know who has started smoking started on Marlboro Menthol or Marlboro Lights. The majority of underage kids that wants ciggerettes usually sits outside a gas station or 7-11 and waits for a of age person to purchase a pack of smokes for them. Of all conveinent stores or gas stations i have ever been to i have never seen a pack of cloves for sale. In order to purchase any kind of flavored cigarette you must go to a tobacco shop, and the price of these flavored cigarettes is usually more expensive than a regular pack of cigarettes.
Another funny thing about this bill is that it did not include Menthol. Most likely because Phillip Morris alone makes 30% of its profit from Menthol Cigarettes and the big tobacco companies being part of the more powerful America what do they give a care about Indonesia, it will be just one more competitor left in the dust.
Im interested to hear if anyone else thinks that this bill was created for other purposes other than getting younger people to not start smoking.
