According to the 90s cartoon series Super Girl was from a neighboring planet. Later in the Justice League series (i thnk) Power Girl was a clone of Super Girl after the government got a sample of her blood during the final episode of Superman.

You guys are forgetting the three important words that are right there on the back of the package where the description is...
"BELIEVED TO BE"
And yes, for a time, DC actually ran with the idea that she was NOT from (planet suppressed by Shuster Family) in a different universe that got blinked out existence in "Crisis on Infinite Earths". Just like they also ran with the idea that she was a part of a group called "Sovereign Seven" which turned out to only be the figment of a comic book creator's imagination. They MESSED with her history just like they messed with Wonder Girl/Donna Troy's history over and over again.... oh, and let's not forget all of the times when (name suppressed by Shuster family) had his origins with (planet suppressed by Shuster family) messed with, where he once was a baby and then he was just genetic material and then he was an infant.
DC history is like the weather... if you don't like it, just wait and it'll change all on its own.
