Well for one thing, leavning hte DEA out of the convo for a second, there is no infrastructure in place to harvest and process the plants to break them down into their elements based on the use; fiber, bark, seeds, and oil. From there we need secondary processors that creat the by products of these elements; paper, textiles, wood products, plastics, food, lubricants, incense, perfume, etc, etc,
We have lots of local vendors that specialize in hemp clothing and food products, but all of it needs to be imported because it can't be produced locally. The legislation is the first step towards a greater economic engine for the state, but its going to take investment in creating the infrastructure. Its going to take a bold vision on the part of investment bankers to make the leap and finance the projects that will need to happen before the state of Oregon can benefit from the bold legislation they have created.
The state would obviously be forced to take their case to the Supreme Court, there is no doubt about that. It will be interesting indeed to see what happens now that Sotomayor is seated.
