I agree with GnL, education would certainly curb the situation, but how do you go about to doing that? I giggle at the prospect of "above the influence" ads in Russian with a group of kids beating a black kid and an outsider shaking his head and walking away.

I would argue that racism is a learned trait (I've personally seen it pass down through families when I was a kid), that it should not be accepted, and it should not be allowed to grow by shaming people that are racist to shut their racist mouths.
