Peta wants to erect a statue. Kansas City says no.

Sometimes Peta goes overboard but I think they are right on with this one. Peta was recently turned down at their request to temporarily place a 4 1/2 foot statue of a weeping, shackled elephant in a park or the plaza while the Barnum and Bailey Circus is in town. The city refused.
