Total greenhouse gas (GHG) emission reductions currently proposed by industrialized countries fall short of the pathway to reaching a 2 degree target as referred to by the UNFCCC Kyoto Protocol negotiating group, despite the fact that the cost of meeting these pledges is much lower than anticipated, according to a new study.

It would appear that the deficit is in moral will. The solutions do not have to be as difficult and technical as they are making it look so as to make us think it is impossible. I think governments now truly wish to see this all come about so they can take advantage of it. Controlling food, water, soil, seems to be too great a temptation in weighing out the destruction they are oblivious to.
