Obviously it wasn't the people of North Korea that released it "accidentally" it was the government, who in turn, do not give a rat's ass about the people......Chinese trains look really clean compared to London's, probably run faster too!

Most likely they're trying to rig up some sort of last ditch border defence like the strange things the British and Germans came up with during the last stages of WW2. because they're so sh*t scared of invasion since they've got no allies and everyone hates them. -for good reason, but that's irrelevant here.
