Good news for Santa Monica bikers without a license. That is right, a 1995 Santa Monica law states "any person" riding in the streets of Santa Monica is subject to the law. These regulations, despite being in conflict with what the state says (cities may only apply license laws to their own city), should no longer instill fear in bikers.
