Tory MP for Spelthorne David Wilshire confirmed he paid a company he set up to run his office but said it was approved by the Fees Office.
The Daily Telegraph reports he paid £105,000 in three years to Moorlands Research Services (MRS).
The Telegraph reported that the company appeared not to have been registered in the UK - Mr Wilshire said it was a properly constituted business which had submitted annual accounts to the Inland Revenue.
It comes as the furore around MPs' expenses - which began with a series of leaked claims to the Telegraph in May - was reignited as MPs return to Parliament after the summer recess.
All claims under their second homes allowance over five years have been re-examined by an independent auditor, who is recommending many pay sums back, even though some were approved at the time.
