Did Schwarzenegger drop 4-letter bomb in veto?

Arnold Schwarzenegger sent a letter to the California Assembly on October 11 promising a veto of Assembly Bill 1176, which would deliver some state funding to San Francisco for waterfront restoration...and the first letter of each line spells out a special message, presumably for the bill's author, Democrat Tom Ammiano.
