Obama is to sign an executive order "boosting transparency, holding agencies accountable and creating strong incentives for compliance," the White House said in a statement. Obama's office said improper payments to individuals, organizations and contractors totaled 72 billion dollars in 2008, and a staggering 98 billion dollars this year. "Taxpayers deserve to know that their dollars are being spent wisely and effectively."
