Promoting birth control in Africa faces a host of obstacles — patriarchal customs, religious taboos, ill-equipped public health systems — but experts also blame a powerful, more distant force: the U.S. government.

Under President George W. Bush, the United States withdrew from its decades-long role as a global leader in supporting family planning, driven by a conservative ideology that favored abstinence and shied away from providing contraceptive devices in developing countries, even to married women.

Bush's mammoth global anti-AIDS initiative, the President's Emergency Plan for AIDS Relief, poured billions of dollars into Africa but prohibited groups from spending any of it on family planning services or counseling programs, whose budgets flat-lined.

    • People, all of us, in the decisions we make can have far reaching consequences....ones we may never know about.
      Bush and company, with their religious beliefs, didn't have the brains to understand this simple principal.
      As to the Catholic church, someone within that system should be made accountable for all of the deaths that are caused by their mandates concerning birth control.

    • Jubal the crisis in Africa is bigger than people know. The population of Africa will plummet in the next ten years. AIDS drugs don't even get there in many cases, there are some but not many. I predicted this ten years ago, it was sooo obvious what was about to happen. Truely a travesty for humanity to not step up and give the African nations more help but not thru the ruling elite. They just steal it, the help has to come from international agencies and go directly to the people.

    • Great, now instead of there being 20 Million Aids orphans, now there could quite possibly double the number in a mere five more years.

    • How can one man be ass....ociated with so many problems....
      the birth control thing weighs heavy when you consider this world if Georges Mother and Father would have never met....I know this sounds harsh but I firmly believe that when the Truth is actually known about little Georgie...and his sidekick...Dick.....
      he will only hope he gets to go to prison....
      in the wild west it would be....get a rope......Golden Ruler....except where George Bush is concerned......

    • Not only the baby boom in Africa is a problem the age of mothers in exeeding young with very few people alive between the ages of thirty and fifty five due to AIDS. My daughter has been to Africa and has set up health clinics so she has seen it firsthand. Grandmothers end up raising children as their mothers die. All of this is also due to no condom George Bush not to mention African men think it unmanly to wear a condom.
