New laws in the new year

"Legislatures in all 50 states, the District of Columbia, Guam, the Virgin Islands and Puerto Rico met in 2009, leading to the enactment of 40,697 laws, many of which take effect January 1.

The new laws cover a variety of areas, from texting and tanning beds to human trafficking and seat-belt safety.

New Hampshire, Oregon and Illinois join 16 other states that prohibit motorists from sending text messages while driving.

A new law in Oregon requires children under the age of 16 to wear a seat belt on an all-terrain vehicle or in a car while on public property.

Same-sex couples will be able to marry in New Hampshire beginning January 1 under New Hampshire General Court HB 436, and the state joins Massachusetts, Connecticut, Vermont and Iowa in legalizing same-sex marriages. In California, SB 54 requires the state to recognize same-sex marriages performed in other states while such marriages were legal in California.

A California measure that limits trans fat in restaurant food also takes effect January 1. Enacted in 2008, it requires restaurants to use oils, margarines and shortenings that have less than half a gram of trans fat per serving. A similar provision will apply to baked goods in 2011.

A statewide smoking ban in bars and restaurants that will take effect in North Carolina, the nation's biggest producer of tobacco, has drawn mixed reactions."

    • There ought to be citizens conference on necessary law; with a mind to throwing out all laws.
      Then dump all the laws.

    • lol there were already too many laws to follow, that none of us know about probably...so here are some more to not know about...

      I always heard "rules were meant to be broken." I never knew what it meant until duh...if no one broke rules/laws then we not have the thousands of government jobs we have. If we did not have people to break these laws, then cops would not be needed, prisons would be empty, and many, many more elitist would not have the money they have!

      More laws for the hard workers and people struggling while the white elites are still getting away with hell who knows...who should be watched...who should be penalized...who is in charge...who gets away with murder? Can we change the focus of these laws!? Please?!

      Anyways, I know I am asking for a lot and I am sure it will not change for now, but give it time, it is 2010 lol!

      When I went to NC, smoking was banned but a lot of bars and pool halls were getting away with it through a private club loophole- they would have you sign a membership card and thusly people could still smoke...I'm guessing that whole thing is out the window!

    • I always find the hand-wringing over the NUMBER of laws to be rather amusing. Everybody wants the laws that benefit THEM but get all verkempst about the laws that benefit others. And of course there are a number of laws passed each year that narrow the scope of laws that were passed in earlier sessions. I suppose we could make everybody happy by passing one great big law with 40,000 subparts...

    • New law whatever you were doing last year is now illegal. So if it was fun to do it is now illegal. if you made extra money doing it. It is now illegal. If you do not pay taxes on it. it is now illegal. If you get any kind of enjoyment from it. It is now illegal. So whatever you do it is illegal. Please Obey the law. Oh wait that to is illegal. We are all screwed now . Thank you to the Goverment That is suppose to be by the people for the people.

      Yea man we sure are. I just don't know what to think about the way things have gone down the drain. I just want to give up some times and go to sleep for ten or fifteen years. I just don't want to go into a coma and then have them pull the plug on me because it's not cost effective to keep one alive for that long. ya know what i mean? Unless your a large company you don't have a snow balls chance in hell. The only way to get help is to be to big to fail. They sure know how to take all the fun out of being an American these days.

    • In Virginia, where the government is practically controlled by the Tobacco companies we some how got through the legislature a ban on smoking in public buildings that started just before the new year. Im afraid it might face a repeal under Republicans who are taking over due to the last election in 09.

    • The stressed economy is causing government entities to get creative. More ways to save the greedy from having to pay their fair share. Just fine the bums for spitting on the sidewalk instead.

    • My mom lives in NC and as a smoker she is so angry that they are instituting a ban! The whole state's economy is practically based around tobacco, it's pretty ironic!
