The office of the South Carolina governor has not been particularly distinguished of late - but Lieutenant Governor Andre Bauer, who is currently running for that position on the Republican ticket, made some comments on Friday that made Mark Sanford look positively respectable. During a town hall meeting that included 115 South Carolina citizens and several state lawmakers, Bauer compared government assistance to the poor to "feeding stray animals." Yes, you heard me correctly. Stray animals."My grandmother was not a highly educated woman, but she told me as a small child to quit feeding stray animals," Bauer said. "You know why? Because they breed. You're facilitating the problem if you give an animal or a person ample food supply. They will reproduce, especially ones that don't think too much further than that. And so what you've got to do is you've got to curtail that type of behavior. They don't know any better."
To contextualize Bauer's comments (and believe me, the context makes them even worse), he was talking about students who receive free or reduced school lunches, and saying that because they received government aid, they "owed something back." Bauer suggested that we raise those test scores by creating requirements for people who were on government assistance - like forcing them to pass drug tests or taking away aid if they didn't attend PTA meetings or parent-teacher conferences. Bauer concluded, "We can't afford to keep just giving money away."
These remarks are, frankly, terrifying. Bauer later tried to retract his statement, telling the Greenville News that he wasn't saying people on government assistance "were animals or anything else," but he didn't deny any of the sentiment behind what he was saying (and he did kinda draw a pretty straight parallel between impoverished people and stray animals). Although Bauer said that it's time for people to become more engaged in government, you can certainly understand why people have become more and more disillusioned with the fact that we're electing people like him - who simply don't understand any of the realities of poverty. Bauer went on to say that we reward the poor for having "more and more kids, and the reward is there's more and more money in it for them." Because the stereotype of the welfare mom has proven to be oh-so-true - it's very, very lucrative to be a single mother in this country.

I could show you how to increase teacher quality and pay. 50% dropout rate is a modern crime. Tell me about the prison system in South Carolina...are they broke and full of poor people like they are everywhere else I see? Are they crammed full of nonviolent drug offenders and dads who fall behind on child support? Tell us more because anyone who would say such things is either a really bad guy or someone who's just shy of ignorant about modern applied technology and how to put it to good use to stimulate rural economy, and we all know there's alot of rural that needs economy what with tobacco having fallen so far behind. I bet the farmers in SC have gotten so desperate for income that they've even tried cows for a change. I've seen alot of feed mills closed down in Ohio and Indiana. Is that happening in South Carolina too? Who in your state wants to make a change and show some leadership? Maybe it would be worth it to invite them to a panel discussion about poverty and the poor and maybe it would stimulate some projects that would address something like a 50% dropout rate, or overcrowded prisons, or gosh...we could even reduce the cost of health care and make it so everybody who needed it could get-em-some. I bet with a little thought we could help the Great State of South Carolina understand how to convert some of its cost centers directly to profit centers and by extending landfill use through waste reduction. I'm excited..where do we start to fix all of this..Who do we need to talk to first?
And by the way..A woman almost as old as my grandmama once told me, that if you see crazy commin' down the street, CROSS THE ROAD, but she didn't say anything about not feedin' the animals, strays, poor, or otherwise. We fed the foxes in the storm drain every time we went there. I'm pretty sure she would have fed the neighbor kids if she thought they were hungry. It's a real shame that some folks have generations of culture bred so deep within their nature that they can't see change until it's right up on em; till it sneaks up and thumps 'em on the noggin just as they are about to make a bad decision or right after they say somethin really stupid. 50% really? That's a disgrace. That just makes me want to cry.

Growing up and attending school in SC, I can tell you all that there is more to worry about than cutting subsidies for kids who can't afford public school lunch taxes.
SC is the poorest state in the Union, with bureaucratic scandals left and right. Therefore, the lunch system in itself is a problem, but moreso is the lack of textbooks and teaching/teachers.
Many students do not have the textbooks required by the already lax curricula. Additionally, of those available, some are outdated and the new re-circulated through different schools and students.
Teacher's must pay for 90% of classroom materials out of pocket, with a starting salary of $29K. Because of a lack of teachers and a high frequency of new hires, students with unnoticed learning disabilities and who are behind in their education because of "no child left behind" see no incentive to graduate. This is one factor that contributes to the 50% statewide drop-out rate.
If they are going to cut the lunch subsidies, maybe they should take a percentage and keep teachers and buy textbooks...

This man is truly pathetic! And we are supposed to want this man as governor? He said exactly what he was thinking. He may have even soften it a bit to ease acceptance, lol. Contrary to their self-depictions, this is ALL part of the Republican creedo. They think themselves special and believe themselves to be the "chosen ones". Remember they claim to be pro-life, while at the same time give guns to 4 year olds. They claim to be devoted Christians, but yet feel no obligation to even admit the existence of the "lesser of us--less fortunate"...let alone help them. They are so insulted by the mere thought of giving or helping those who need it, but giving ever more to those having much already brings them true joy.
Bauer breaks another basic Christian principle. He "judges" that all people needing/accepting government aid are criminals, drug addicts, lazy, and most probably minorities.
One more thing to remember come Election Day. This is the same man who was stopped for DUI on more than one occasion. One occasion, he was speeding in downtown Columbia and one other, Bauer was driving over 100 MPH. Question: What would happen to regular people like us if we were caught doing the same thing??? What I love about this is that first off his grandmother was uneducated and she bred so he obviously doesn't understand irony. But that aside--what I really don't understand is the logic he is trying to string together. Kids are poor and uneducated--but if you feed them they then turn into sex maniacs that breed--so we should not fund school lunches because test scores are lower for kids who get free lunches---how the hell are these ideas related? That's like me saying well the kids who are fed are failing the test because they are sex maniacs who breed and therefore do not have time to study (and the governor is their king because he was obviously well fed enough to go to Argentina to hook up with his soul mate) and then if we don't feed these school aged children and they die of starvation or malnutrition--hey I still sent my $10 text message to Haiti relief so what does it matter to me? (this last part was meant to be sarcastic--another term I am positive the Lt. Governor and most of the local and federal government officials in South Carolina don't seem to understand).

Or how about the bailouts{ legalized embezzelment} for multi billion dollar companies that then turned around and gave their salaried employees 6 figure bonuses, again on the taxpayers dime another subsidized welfare for the wealthy...the money laundering list is endless...the pot calling the kettle black me thinks.

One problem, real spending per pupil in the United States has declined in real dollars substancially since the 1980's and the supposed great President Ronald Reagan.The republican party in their quest to lower taxes cut real spending several times over the years reducing federal spending placing an ever higher burden on local communities who have had to resort to raising property taxes, but that brought on referendums like Californias proposition 8 that capped property taxes and further reduced educational spending. The republicans desire a dumber population they are easier to take advantage of.

To suggest that free lunches cause bad test scores is an outrageously incompetent statement. There are so many other factors that might be going on in a school where the population is so poor that a higher proportion of student qualify for free lunches. It may have something to do with limited resources, lack of parental involvement and environment.
Full disclosure: I went to school in Florida when I was a kid and was on the free lunch program. Sometimes it was the only thing I ate in a day. I was also an A student.
Andre Bauer is an idiot and should be publicly flogged for being such a narrow minded product of priviledge.

The implication is that if your poor...you're automatically a bad parent. Why? Because all "poor people" are lazy and stupid!
Whereas if you are rich...you are a "good" person and don't need the extra supervision of the government.
This is in perfect keeping with Conservative philosophy. The wealthy are always "good" anddo not ever need any of the burdens of government supervision. Bernie madoff is wealthy and therefore a "good" person so therefore the government should never, ever regulate him or hold him to any standards.

It was the 'haves and have mores'. They refuse to let accountability happen in our financial system, cause they know their 'richness' are 'smoke and mirror' money. Money made from basically 'moving paper'. If America started holding rich people accountable, they would probably end up in jail for 'real crimes'.
Isn't it funny, they outsource our jobs to other countries, develope schemes to make money moving paper, then they are superior. Sweet deal if you can get it.

You have created a strawman, the argument is not about whether the poor are stupid or lazy, but whether people who receive government assistance should be held accountable for how they spend it. On this issue the American people spoke loudly, saying that welfare recipients should be held accountable and this was just a few months ago when the banks and auto companies were given welfare. Talk about a double standard. People were outraged on what some of the banks were spending bail-out money on and the American people wanted them to be accountable. Should the poor not be held accountable for the money we give them as well? If my tax dollars are spent on anything I want to make sure that it is spent responsibly.

First off, I don't see the point to your request, because there is no typical welfare recipient, they are all different, which I think may be your point. My problem with this is that you immediately began to stereotype the people you are accusing of stereotyping. Supposing that you are correct in your assumption of how conservative Republicans view the poor, would not the programs Bauer suggested, end this stereotype? Drug tests would prove the poor aren't drug users. Higher test scores would prove they are not lazy or stupid. Also 12hrs a day for $10/hr that is not poor (well over $40,000 a year).

Ironically, this same politician is most likely "pro-life". I DO think there needs to be more accountability in the welfare system as well as reasonable time restrictions on how long someone can receive substantial aid unless they are physically or mentally disabled, but if a child is in school he should be able to focus on his education not his next meal. Those lunches are way too expensive even for the middle class family.
JollyGood does have a point with the oatmeal! 3/4 cup feeds two for pennies, add a slice of ham on the side for some protein, a piece of fruit from the free basket for guests at work-got me through college and my cholesterol is super low lol.

In the 1880’s it was perfectly normal and commonplace to have black minstrel shows depicting African Americans has dumb, lazy and thieves that constantly had to be watched over by white plantation owners to keep them out of trouble. The concept of the “lazy Negro” persisted well into the 1950’s and early 1960’s!
As a culture we had to make a conscious cultural decision to stop depicting African Americans that way (and even 40 years after Civil Rights some, a shrinking minority thank God, people still view “Negros” as lazy and evil!)
The working poor kinda/sorta have the same problem with being characterized (especially by the Right-wingers and Conservatives) as dumb, lazy and prone to theft!
In the 1880’s if you walked up to any white man and discussed African Americans…he would (depending on his upbringing, of course) probably roll his eyes and talk at length about how “those people” can’t be trusted and aren’t fit to be real citizens with the same rights as Whites.
I think we’re seeing the same thing happening within the Conservative movement. When you talk to Conservatives about the poor they roll their eyes and talk about how “lazy” those people are and why they don’t deserve a damn thing.
And it goes right back to the healthcare debate!
Why are so many hardcore Conservatives insulted at the idea of “those people” (ie the working poor) getting access to the same level of healthcare has their social betters? Because “those people” are lazy and stupid and it’s morally wrong to reward their laziness and stupidity with privileges (such as xrays and surgery) that should only be provided to those that have “earned it” through hard work.

I'm a little confused with your argument. Are you saying the poor will have to adjust or begin some sort of revolution, or that conservatives' views of the poor will evolve or change? For perhaps even longer than there has been racism in the world, there has been elitism. For most of America's history the poor have been overworked and mistreated but still maintained the stigma as the ignorant hillbilly or "white trash" by the elite. They always had a group below them, however, the "Negro" as you put it, that they could look down upon and feel superior to. Conservatives have been able to use this racism and propaganda for decades to trick poor people into thinking the status quo needs to be maintained, as if the status quo is great for them. The same thing continues to happen through the Fox News inspired fear of "Obama's America" that has been strong enough to convince people to march in the streets about how much they DON'T want cheaper healthcare. Am I saying the same thing? Or are you simply saying that conservatives Language has to change about the poor? I'm pretty certain their views on the poor are the same as they've been just like their views on minorities: that they are tools that can be used to meet their ends.

I think you're right, but there's another part to that problem.
Many conservatives view selfishness as a virtue. They view helping people as charity rather than responsibility.
In addition to elevating people's perception of the working poor, a general understanding of social class and classism must be understood. Classism needs to enter the realm of discussion in the US media, which never happens. - 3 years ago

But in this case we are talking about children--who did not ask to be born and if they are out having a sex and drug party every weekend we have a whole different problem to address besides not feeding them free or reduced school lunches.

have you ever been to a PTA meeting? state-sponsored enemas might be easier to take, and I think parent-teacher conferences are mandated in many schools in order for the student to progress from one grade to the next, although they aren't easy for single parents to attend when said parent is also the only source of income for the household...there are always so many other factors that play in. When the government mandates something, they are and should be required to provide the means to the mandate for those unable to attain, but that can be just as difficult because then you have to set up another agency to determine who is and who isn't able, and keep this ball rolling long enough, and pretty soon you've got a giant government with a giant appetite for tax dollars and, oh, wait...we are already there.

But there should be a better system in place that sets requirements for people who receive government aid.
I get financial aid for University, and I have to meet certain GPA and unit requirements to make sure money isn't being wasted on me.
Education is the first step to ending the cycle of poverty in a group. But I'm sure this SC guy isn't interested in ending poverty. - 3 years ago

Poor people are all over the places on the waters edge where they are allowed to fish and do, they are trying to catch their own meals. Unfortunatly most waterfront property is owned by millionaires who really don't want poor black or white folks fishing from the shore.

Tom, I have lived with the dirt poor in the Carolinas and been in their tar paper shacks and mobile homes were most of the time a television or four dominated the lives of the people’s homes. Working "The System" was their job. Not getting an education. No need too. We are now entering the 4th generation of "The Great Society". Poor and under educated humans with a 54" plasma is what we have cultivated. Quit blaming the government. WE are the government.

Americas social mobility is such a slanted table that everyone knows you're likely to lose, so if you're poor the idea is too survive, exist and get whatever pleasure is available.

Frankly, I don't really disagree with him on the premise of his argument. I do object to hasseling the child about being poor though, as they didn't really have a choice.
I say, give the kids anything they need as long as they are at school. Don't go and encourage the parent to have more kids by giving them a subsidy for each one they have. Provide free birth control, it would be a lot cheaper.
