Child support incentives SS Title IV-D is used to give raise to county clerk
Philpot made $83,473 in 2009 as clerk -- a total that included $14,000 in "supplemental pay" in a year when countywide budget cuts trimmed four full-time positions from the clerk's office and $423,000 from its budget. From 2004 to 2008, his pay has ranged from $67,000 to $70,000.
Top deputies Sandra Radoja and Gus Trakas also have been paid from the fund, as well as "about 10 other people in the office," Saks said.
"It's a federal program and it's to be used as an incentive," Saks said. "The federal government saw (child support collections) as a priority, and they wanted to see it succeed."

Do I understand correctly that self-licensed manipulators regarding "law" have somehow devised and rationalized "incentives" that "reward" IV-mainliners with greater windfalls (I don't want to label as profits, as such would paint with a sense of legitimacy) via:
-- poorer economy and
-- greater job displacements?Gee, I bet further Orwellian developments would even couple these "arms" to fundamental blocks of State departments for "economic development." (FN1)
In my opinion,
Unconstitutional Deal-Bent Bats should be shattered; and
the clever creators thereof be found liable for their acts, in liking to acts of Treason.====

2)“State law says only that 22.2 percent of Child Support Incentive Funds go to the Clerk's operating budget, 33.4 percent to the Prosecutor and 22.2 percent to the county general fund. “
Now I understand why child support collection is so profitable to the point of imprisoning a parent who is behind on child support even when the parent is homeless and seriously straggling without employment in this bad economy. The prosecutor will get incentive to imprison, and privatized prisons will profit…
Another corrupt process and bad legislation funded by federal funds. This is nothing but the profitable business that is hiding under emotional logo to help the children. The problem is that children do not benefit.

Yes, "an empty vessel" of which many of "civil" community NOW readily enter for lending their bias and prejudices; more especially to irrationally rationalize obtaining more of "da junk" via the suspect IV-mainlines tapped into their "Candy Mountain" of our Social Security. In my opinion, it represents as an utter pillaging of the Federal Dole.

Its almost funny how they could care less about where the money comes from, as long as its legislated... Folks collecting child support is income to the people who work within the system, this promotes rulings and practices that promote the largest amount of CS to be paid and unfortunately the children wind up the losers....
