War Spending Surges in Obama's Budget

President Barack Obama’s new budget, to be released Monday, forecasts two consecutive years of near $160 billion in war funding, far more than he hoped when elected and only modestly less than the last years of the Bush Administration.

In 2011 alone, the revised numbers are triple what the president included in his spending plan a year ago. And the strain shows itself in new deficit projections, already hobbled by lagging revenues due to the weak economy.

The administration appears to be projecting a deficit of near $1.6 trillion for the current year and $1.3 trillion in 2011. That is even more pessimistic than Congressional Budget Office estimates last week, and it’s only in 2012 that the projections drop to the range of $800 billion to $700 billion.

By the end of the decade, the gap again widens, and as a percentage of GDP, the average appears above the 3% target viewed as sustainable.

Obama has responded with a three-year domestic spending freeze impacting about $447 billion in annual appropriations. This leaves him less money to sustain the very rapid growth seen last year in clean water programs or the Great Lakes restoration initiative. The Environmental Protection Agency budget would be cut modestly, and to stretch his dollars, Obama wants to dramatically ramp up the Energy Department’s credit budget, a low-cost way to extend tens of billions in loan guarantees to the nuclear power industry.

But on balance, the president’s plan seems less restrictive in many areas than lawmakers had anticipated. With the Senate having just passed a $1.9 trillion debt ceiling increase last week, fiscal moderates in his own party may insist on even tighter limits.

Obama’s 2010 starting point for the freeze has a built-in cushion since billions in Census spending won’t have to be repeated in 2011. He appears to count expanded Pell Grant funding for low-income college students as a mandatory cost outside the Education Department’s discretionary budget. And both Veterans Affairs and Homeland Security, two of the fastest areas of recent spending, are exempted from the freeze.

The VA is slated to get significant new money to speed the processing of claims, and billions more will be requested this year to resolve old disputes related to soldiers and airmen exposed to Agent Orange in the Vietnam War.

    • You know how presidents always age in their four years? This is why. I think Obama is torn between the powers in DC that pressure him to perpetuate war and what is right for the people. But the people don't get off their asses to let him know how they feel. So what choice does he have? He can't tell the Pentagon that there are 100,000 people at the White House gates EVERY DAY in protest to war, because there aren't. So he has to assume that war is OK with everyone. If you want him to stop the war you'll have to let him know in a big way. Call his office every day. Call your Congress people every day. If their phones lines are flooded with anti-war people they'll think twice. But they aren't. So why should they care?

      I also find it interesting that this budget decision comes down right before the March 20th protest. It's like Obama is telling you that if you want to complain about this budget, now is the time to march on Washington. Otherwise, why wouldn't he wait until after the march when it's too late?

      Hey, weren't the 60s totally awesome? Lets bring them back.

      The Sixties were a selfish time.If they were so great they would have passed on the greatness. Maybe there isn't people protesting because they agree. Even though I totally agree with you, doesn't mean that everyone else agrees. Logically that's a fact.

      If they want to try and terrorize us we'll just have to ramp up our security and not allow them to enter this country in the first place. Or if they do keep them from attaining any weapons INCLUDING GUNS (stricter gun background checks). And no I'm Not saying I hate illegal immigrants entering out country, there's enough room in this country for all of us to live and prosper and the Mexicans were here first anyway. But if our border is wide open to these Middle Eastern dickheads trying to get in and terrorize us then it is a BIG security risk. And not just Mexico and Canada but our ENTIRE COAST! Any little boat could come ashore anywhere, not to mention our unscreened cargo shipping containers.

      To think almost a decade after 9/11/01 we have done nearly NOTHING to prevent these guys from getting into our country it's pathetic. This war's a loser, get out while you still can.

      I mean think about it. If it was SUCH an issue, wouldn't it have been taken care of in say October of 2001 or in 2002 or any year since then? I dont think it was on the agenda. ever.

    • Most people don't understand why the budget has surged. There are two reasons.

      1. President Bush didn't go the traditional route when asking for funds. Instead he didn't include the Iraq war in his budget.

      2. There is an escalation in Afghanistan (he campaigned for an escalation).

    • He has his reasons for spending! He CLEARLY has a hell of a lot to fix after all the troubles of the Bush years! I think the spending is mostly fixing Bush's problems! Once Obama fixes the many problems of the Bush years,then budget issues can be addressed!!! There's MORE then enough proof that Bush put the economy at a very dangerous level!!! Just wait a while & you'll see things change! Trust me on this! The economy is already better then it was a little while ago! New jobs are being created! When more people start making money,then & only then can the economy truly be fixed & budget reduced! Obama is pulling troops from active combat next year,so CLEARLY that's going to reduce war spending! & it's pretty damn clear now that no one wants war anymore!

    • Wow. Costs rise, bodies pile up, tensions grow, hatred increases, futures grow uncertain. Makes me wonder - who in their right effing mind would think that these military endeavors are good things?!?!?!?! It's astonishing that these wars haven't already ended AND that nobody is really speaking up to end them! Are we witnessing the inception of a Hundred-Years War .... or a Holy War .... or a World War?!?!?! What hasta happen to make even Warmongers realize that war and bloodshed are good for absolutely nothing?!
      Embedded in our culture and our future, is the reality of war,... while peace remains a dictionary entry and a distant dream.

    • "far more than HE hoped" ?? hah! Yeah right. It's becoming more and more clear that he's working for (and with) the SAME bastards that were behind Bush. He's more charismatic and telling us exactly what we want to hear... but honestly... after Bush... a landfill could have more charisma. Seriously people. I voted for the guy. I was stoked when he got elected... maybe STILL better than McCain... but our laws are still failing us and breaking down in the face of lobbies and corruption. He's NOT on our side. He's on the side of failing industry... otherwise he'd be spending REAL money on infrastructure development, solar panels, etc.

      If Obama fails on Health Care and the deficit grows then he will make Bush look good and I like Obama and believe in his hope and change magical words like he's Harry Potter, but that's how the cookie crumbles if he allows it too.
