The Guardian uses the word Photoshop, but it looks more like it's made in MS Paint (probably best that they didn't spend a lot of time away from their research to shop it).
The image was a joke email attachment between two scientists, which was leaked when the account was hacked into.
The picture features, (on island, left to right) John R Christy, Roger A Pielke, Pat Michaels and Richard Lindzen. (bottom L-R) James Inhofe and Fred Singer.

If you read the Guardian article, they give descriptions of each person on the picture and basically demonize them for being skeptics, much like Phil Jones....
