New York Gov. David Paterson is reneging on a promise to call a special election to replace resigned Rep. Eric Massa, apparently fretting about the cost. But politicians in New York have never worried about sticking taxpayers with the bill for anything. So call one, dammit. Other states missing a House rep are.
