The kidnapping took place after an International settlement Agreement was executed in Mexico with the United of States of America Embassy consuls and vice consuls, also with the consuls and vice consuls of the British Embassy of Mexico as well as the Director of foreign affairs in Mexico under Hague Proceedings and several others, ordering the child to remain in Mexico and his travel documents to remain in the embassy to prevent his abduction.
Samantha Lowry, the mother of the child requested a DNA Test of the child during the execution of this international instrument, but before it took place Samantha kidnapped the child, with Tristan Nind and Joseph Lowry.

Samantha Lowry Et Al, were able to kidnap Sebastian Pavon Cuellar by forging the signature and records of the Consul Cecil K Scott of the United States Embassy.

This was followed from violence to the father, including mental abuse, physical abuse, trespassing into his home, theft and at least 30 crimes, but even against the grandparents of the child (Parents of Daniel Pavon Cuellar) nearly 80 years old and including murder attempts reported to police.

On the International settlement agreement under Hague proceedings, Daniel agreed to hold harmless from criminal charges the against the Lowry Family thinking on the best interest of the child, Samantha was to deliver all the stolen property, but she kidnapped the child and remains with all the stolen property of Daniel and his family including 1732 masterpieces, his homestead, records, identifications, real estate and much more.

This case has seen a high degree of illegal acts violating constitutions, treaties, laws, children rights, human rights, privacy rights and much more, and Justice Remains denied.

Daniel Pavon Cuellar applied under the Hague Convention and has taken every step to protect his son at all given times, but up to date and after nearly three years of the conflict and nearly two years six months of the kidnapping of his son, the rights of the child and the father are and continue to be seriously violated.

Emphasis added: Sebastian Pavon Cuellar was kidnapped also by Joseph Lowry who has previous serious accusations of sexual child abuse to a minor child, who also claims aided to write the sexually perverse emails of threats, rape threats and deadly threats, hundreds alike.
