Brown announces resignation; Cameron tells Lib Dems "It's decision time"

Gordon Brown has announced he plans to quit as Labour leader and that Labour will open formal talks with the Liberal Democrats.

He intends to stand down before the next Labour Conference in the autumn but intends to stay as PM until then... if he can.

Nick Clegg has opened formal talks with Labour after days of negotiations with the Tory party. A Labour/Lib Dem pact could bring in a "progressive" government, made up of Labour, the Lid Dems, the SNP, Plaid Cymru and smaller parties like the Green party. The economy and electoral reform would be priorities.

Following Brown's announcement, the Conservatives made their 'final offer' to the Lib Dems by announcing they approved a referendum on the voting system. Today, David Cameron said his overriding concern was for a "strong stavle government that is in the national interest" and his party had made a "very reasonable" offer to the Lib Dems to deliver it. He said the Tories approving the referendum was proof that his MPs had put aside their party interest in favour of the national interest.

Cameron said: "It's now, I believe, decision time. Decision time for the Liberal Democrats and I hope they will make the right decisio to give country the strong, stable government that it badly needs and badly needs quickly."
