It's a sea otter. What's weird is the way the hair has been stripped off it's face. Much like the Montauk monster (a washed up raccoon carcass) on the east coast last year. What removes the hair from patches of a creatures body like that? Is that just what happens to corpses in the ocean?

There's nothing to give it scale in the picture. The report below stated 30cm or about 12 inches. Seems more like a partially scavenged and bleached fisher, ferret or weasel. Perhaps a juvenile. It's no monster.
