Once upon a time, sex offenders in the city of Miami were released from prison, whisked away by probation officers, and dropped off at the Julia Tuttle Causeway where they were told it would be "home".
To live underneath the Julia Tuttle Causeway -- that was the legal mandate as a result of very tough residency restrictions instituted by counties like Miami-Dade and others.
