BP and U.S. Government Turning Gulf States into Police States

As many of us have read, on Current and elswhere, British Petroleum thugs and local law enforcement are now working together to suppress news coming from the Gulf region.
These cover-ups and the intimidation, threats of arrests, etc. can easily fall under the Patriot Act as it is written.
Is it that easy to get local law enforcement to abide by a rule or an order they KNOW is against the BIll of Rights and our Constitution?
That is scary. But the question is...Why?
