The declaration and attack marked a shift in strategy for France, usually discrete about its behind-the-scenes battle against terrorism.
"We are at war with al-Qaida," Prime Minister Francois Fillon said Tuesday, a day after President Nicolas Sarkozy announced the death of 78-year-old hostage Michel Germaneau.
The humanitarian worker had been abducted April 20 or 22 in Niger by al-Qaida in the Islamic Maghreb, and was later taken to Mali, officials said.
The killers will "not go unpunished," Sarkozy said in unusually strong language, given France's habit of employing quiet cooperation with its regional allies — Mauritania, Mali, Niger and Algeria — in which the al-Qaida franchise was spawned amid an Islamist insurgency.

Ahh France.. qu'est que tu fais? The solution for the problem has never been to send in the military and try to engage them with weapons. In fact this frenchman who was killed has set the perfect example of what nations should do by peacefully rebuilding nations. This would in fact prevent generations of terrorism instead of trying to chase some poor bandits and a nation wouldn't be just throwing money at faulty governments. However then military contractors couldn't make money on the idea of a never-ending war on terror. Terrorism is a tactic born from an idea, al-quida is nothing more than a unifying idea not a nation, not a government, just an idea that brings poor middle eastern men together to fight. Keep in mind if we killed all of the existing Al-quida on the earth they would be reborn with millions of new disenfranchised muslim youth seeking vengeance.
In a nation so rich with philosophers, leftist and humanist I'm disappointed france took this military measure maybe they need some ideas from their scandinavian neighbors in the north.You wont win the war on terrorism with weapons, by doing so you perpetuate the war, you feed it, and you make sure it never ends. You can only win with humanity.. Unless you're willing to always be at war forever then welcome to the never ending war, welcome to1984.

Its a fair bet that Islamic violence will rise in Europe, it may end up a central battleground in the future. Borders are easier to cross in Europe and al Qaeda will feel no remorse is using suicide bombers there. French Fries are Belgian and France has a much more impressive miltiary history than the USA. People are quick to say that the French would be speaking German if it wasnt for the USA bailing them out in WW2. Well, yes, the USA did help a great deal in liberating France but Britain did more. Also if it was not for the help of the French the USA would never have gained independance from the crown.
